It was 15 years ago this week that my beautiful daughter Veronica entered the world. She didn't make a sound. As I stretched out my arms to hold her in the delivery room, furrow-browed doctors and nurses instead whisked her away.
It appears that government will soon be required to provide identity-theft security to millions of people for whom it was unable to provide security. One must ask how much comfort we should take from that. Two related ideas illuminate the question.
