Let the Navy figure out how to grow the algae and/or the cyanobacteria in the Pacific Ocean. The terrestrial USA does not have the water to grow sufficient sources of reasonably priced liquid fuel. The Pacific has the necessary sun and salt water. The land requirement for support of floating production facilities should not be large. The presence of the Navy should be a severe deterrent to any future fuel rustlers.
