Why do we need to restrict competition? The firms currently working on college or university projects offer benefits, so why call this the "Community Benefits Agreement." The current board is mocking contractors that do the right thing by naming the program the name they selected. State and Federal projects currently require that all workers hired for the subject jobs be paid benefits, sounds like its more of a tactic to control the benefits, and the board is being loyal to their campaign financiers.
