The cost of water in San Diego County is scandalous and unnecessarily high. It is a scam by many small water districts to refuse to conserve costs. Exorbitant buddy contracts are given, violations to important Lawful Code's of California's Public Utility District Act js performed daily without any consequence. Fallbrook PUD's GM's yearly salary plus benefits is almost twice the salary plus benefits of the Governor of California as is the case of many other San Diego County small water districts. The State of California refuses to prosecute the small water districts for flagrant and obvious violations of California law. Inaction of California State to enforve its own laws is destroying California Agriculyure
