Major Cases
Jeffrey Chine acts as land use counsel for master-planned and mixed-use development projects such as Otay Ranch, San Elijo Hills, Fanita Ranch, One Paseo and Campus Park, among others. He also defends project approvals against legal challenges. He successfully represented the developer of a cancer treatment center that will be built in San Diego, only the fifth such center in the world to utilize proton beam therapy to treat cancer. Chine also represents the Palomar Community College District in the acquisition and development of college campuses throughout the region.
Professional Background
Chine is the chair of the land use practice group in Allen Matkins’ San Diego office, where he specializes in a wide variety of land use and environmental matters involving the permitting and development of complex residential, mixed-use, commercial, industrial, energy and redevelopment projects throughout California. He also represents developers in state and federal courts against environmental groups and opponents of development in CEQA, NEPA, Endangered Species Act, Clean Water Act, Subdivision Map Act, Coastal Act and other challenges to entitlements.
Professional Affiliations
Chine is an active member of the Building Industry Association, serves as general counsel of the San Diego County chapter, and also serves as chair of its Legal Action Committee. He frequently lectures to lawyers and professionals on land use and planning issues, and is a contributing author to Continuing Education of the Bar treatises on the Subdivision Map Act and land use litigation. Personal Background Chine is married with two children, a boy and a girl, aged 6 and 7.
