Higgs, Fletcher & Mack

Young Attorneys 2011: Practicing 3-5 years

Laura Buckley practices in all areas of federal and state taxation, specializing in cost-effective resolution of tax controversies. She represents individuals and businesses before the Internal Revenue Service and the state taxing agencies, in the U.S. Tax Court and other federal and state courts.

Buckley also advises and represents creditors and debtors in business disputes and insolvency matters, including business reorganizations, Chapter 7 and Chapter 11 bankruptcies, and resolution of bankruptcy taxes.

Before joining Higgs, Fletcher & Mack, Buckley was an IRS chief counsel attorney and a special assistant U.S. attorney. In 2007, Buckley was selected as national chair for all IRS counsel’s young attorneys.

Her work includes tax litigation (deficiency, innocent spouse, overdue returns, family limited partnerships, collection due process, employment taxes and fraud cases); collection matters (liens, levies, offers in compromise, installment agreements and estate and gift); bankruptcy litigation (relief from stay, exceptions to discharge, and discharge of bankruptcy taxes); and complex corporate tax shelter work (412(i) pension plans, Roth IRAs, and intermediary transactions).

Buckley received her J.D. from Southwestern University School of Law in 2006, and a B.A. with a major in history and minors and English and religious studies from Gordon College in 2001.

Originally from San Diego, Buckley spent two years at Oxford University, in Oxford, England, prior to attending law school, and three years teaching reading at local low-income schools. She also served as a full-time judicial extern to the Hon. Arthur L. Alarcon on the U.S. Court of Appeals for the Ninth Circuit.

Buckley is a member of the taxation section of the State Bar of California and the American Bar Association, serves as the education chair on the Young Lawyers Committee, and is chair of the taxation section of the San Diego County Bar Association.
