Pet insurance guards against big vet bills

Our family had a bulldog which was overweight; VPI would not cover it because they called it a congenital disease. How is obesity a "disease"? And how is it congenital?! I shopped around for insurance but all the providers I looked into would not cover it. I have to pay every vet bill out of pocket. I did actually sign up for a vet discount program (called Pet Assure), so I only pay 75% of the bill. It helps a bunch.
