As legislative and planning bodies at nearly every level of government are welcoming new and re-elected members, the Port of San Diego's board of port commissioners swore in on Tuesday its officers for 2013, making Ann Moore, the commissioner representing Chula Vista, its chair.
Moore, a land-use attorney and senior partner at the law firm Norton Moore & Adams, was sworn in by her daughter, Ashlin. Commissioner Bob Nelson one of three San Diego representatives on the seven-member board, was sworn in as vice chair and Imperial Beach representative Commissioner Dan Malcolm was sworn in as secretary.
The swearing-in ceremony was held at the Kona Kai Resort, Spa & Marina in San Diego. Noting that 2012 marked the 50th anniversary of the Port’s beginning, Moore said in a release that 2013 should be a time of reflection for what’s been accomplished through the last five decades, and a time to begin planning for another five.
She established her vision of leadership by giving a theme to the port’s new year: "A Port for All." Such a theme, she said, encompasses both integrated planning with surrounding areas and inclusive decision-making with stakeholder participation.
Integrated planning initiatives planned for the year include a parking study for San Diego's Embarcadero and a deepwater berthing study of the port's maritime assets, she said, highlighting her vision in a speech that focused in large part on the Chula Vista Bayfront Master Plan.
"The Chula Vista bayfront is a true diamond in the rough. It's the largest undeveloped waterfront parcel on the West Coast," Moore said. "And now, we have an award-winning, land-use plan for more than 500 acres of prime waterfront property."
Moore began her service on the board in January 2011 and has previously served as the city of Chula Vista's city attorney. She graduated from San Diego State University with a degree in public administration and earned her law degree at the University of San Diego School of Law.
