The Los Angeles City Council has delayed stepping into the fight over the troubled San Onofre nuclear power plant.

A groundbreaking ceremony was held Wednesday to officially begin construction of the new Registrar of Voters facility at the county of San Diego Operations Center Campus in Kearny Mesa.
