For John Noyes, a professor of maritime law and international law, San Diego is the ideal place, with its proximity to the ocean, the border and a large Navy presence.
The region also is home to two of Noyes' other key subjects: the Scripps Institution of Oceanography -- "the leader in marine scientific research" -- and the Inter-American Tropical Tuna Commission, an international organization tasked with protecting threatened species of fish.
"I think San Diego is one of the best places in the country from which to be involved in ocean's law," said Noyes, a professor at California Western School of Law.
Conversely, the school's dean, Steven Smith, thinks the region benefits from the presence of Noyes.
