Frederick Harris, president of General Dynamics NASSCO, has built a reputation in his shipbuilding career of delivering both public and private contracts alike at their delivery date and on budget.
With that comes the responsibility to enforce work force reductions, as he was forced to do in 2010, when he laid off 560 employees and subcontractors, the largest redundancy in 15 years for the Shipyard Workers Union Local 1998.
However, there were concerns initially that the number could have been as high as 1,100, out of a work force of 4,100.
So as the Navy looks to increase the size of its fleet from 284 to 313 ships, Harris said the way to do so is by reducing costs wherever possible.
