REQUEST FOR STATEMENT OF QUALIFICATIONS

ARCHITECT / ENGINEERS& CONSTRUCTION MANAGER

The San Diego Community College District (District) is in the process of receiving Statements of Qualifications from interested architects, engineering firms, and construction management firms, which may desire to be hired by the District to provide design or construction management services. The Proposition "S" Construction Bond Program was approved by the voters in November 2002. Proceeds from the sale of the bonds will be used to fund projects outlined in the District's Master Facilities Needs List over the coming years. The projects anticipated to be included in this second phase of the Program are posted on the DistrictÕs web site (www.sdccdprop-s.com filed under "Program News").
The District intends to use architects and engineers for design services and construction management firms for construction management services in connection with many of the projects funded by bonds issued pursuant to Proposition S. In order to select consultants for each project(s), the District will receive Statements of Qualifications from interested architects, engineering firms, and construction management firms. Each Statement of Qualification must include, at a minimum: (a) name of firm; (b) address of principal office; (c) address of office in San Diego County; (d) whether the principal(s) of the firm is (are) a licensed architect, registered engineer, or licensed general contractor; (e) projects on which the firm provided design services or acted as construction project manager (specify date and name of project); (f) statement of experience of the firm and the personnel who will provide the design services, or will provide onsite responsibilities in construction project design review and evaluation, constructibility reviews, construction mobilization and supervision, bid evaluation, project scheduling, cost-benefit analysis, claims review and negotiation, and general management and administration of construction projects; (g) pricing or fee structure and amount for design services or construction management services; (h) disclosure of any District employee who has a financial or business relationship with the firm. Consultant firms shall not be in violation of state laws regarding political contributions, conflicts of interest, or unlawful activities.
Statements of Qualifications should be delivered to Mr. Damon Schamu, Assistant Chancellor, Facilities Management, San Diego Community College District, 3375 Camino del Rio South, San Diego, California 92108, on or before January 28, 2005 at 2 oÕclock p.m.

Architect, engineering and construction management firms identified on the DistrictÕs Proposition "S" website (www.sdccdprop-s.com filed under "Program News") were previously qualified by the District to provide design and construction management services on the Proposition "S" Program and need not re-submit their "Qualifications" (unless the firm wishes to update their previous documents).
The District will review the Statement of Qualifications and, based upon professional qualifications, demonstrated competence, and fair and reasonable prices, will select the most highly qualified and reasonably priced design firms and construction management firms for further discussions or interviews. The District will rank the firms, by design firms and separately by construction management firms, and then attempt to negotiate a contract with the firm considered to be the most highly qualified as applicable. If the District is unable to negotiate a satisfactory contract with the most qualified firm, it will undertake negotiations with the second most qualified. This process of negotiating with firms in the order of their qualification will continue until a satisfactory contract has been negotiated.
