Draft Environmental Impact Statement (EIS) for Proposed
Construction, Operation, and Maintenance of Tactical Infrastructure
U.S. Border Patrol San Diego Sector, California.

The U.S Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) announces that a Draft EIS is available for public review and comment. Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4321 et seq. (NEPA), CBP has prepared the Draft EIS to identify and assess the potential impacts associated with the proposed construction, operation, and maintenance of tactical infrastructure, to include a primary pedestrian fence, supporting access and patrol roads, and other infrastructure along approximately 4.0 miles of the U.S./Mexico international border within U.S. Border Patrol (USBP) San Diego Sector, California (the Proposed Action). The Proposed Action would be implemented in 2 distinct sections. The individual fence sections would be approximately 3.3 miles and 0.7 miles in length. Newly constructed access and patrol roads to support each fence section would be 5.2 miles and 0.7 miles respectively. The purpose of the Proposed Action is to provide USBP agents with the tools necessary to strengthen their control of the U.S. border between Ports of Entry in the San Diego Sector. The Proposed Action would also provide a safer work environment and enable USBP agents to enhance response time.
The EIS is being prepared to comply with NEPA, the Council on Environmental Quality regulations in 40 CFR Parts 1500-1508, and DHS Management Directive 5100.1 (Environmental Planning Program). CBP invites public comment on the Draft EIS. A public open house will be held on January 17, 2008, at the San Diego Convention Center located at 111 West Harbor Drive, San Diego, California. The public open house will be held from 4:30 p.m. to 8:00 p.m.
Pursuant to the Council on Environmental Quality's regulations, CBP invites public participation in the NEPA process. Comments on the Draft EIS should be received by February 11, 2008. Please use only one of the following methods:
