Project: 2013 General Plan Clean-Up General Plan Amendment [GPA 12-007]

PROJECT DESCRIPTION: The County of San Diego Planning & Development Services proposes a General Plan Amendment (GPA) and Rezone to facilitate the proposed changes associated with the 2013 General Plan Clean-Up. As part of the August 3, 2011 adoption of the General Plan Update, the County Board of Supervisors directed staff to bring forward a General Plan ‘clean-up’ every two years in the form of a GPA. The Clean-Up GPA is intended to provide a mechanism for making minor changes to the General Plan to correct any errors or discrepancies discovered during the Plan’s implementation or to reflect changes in circumstances.

This is the first Clean-Up processed since the adoption of the General Plan Update. The types of changes in the Clean-Up fall into the following categories: Land Use Map, text revisions, Mobility Element Network, community/subregional plans, and zoning reclassifications for consistency with the proposed Land Use Map changes.

Properties affected by this project are located in the unincorporated part of the County of San Diego. The proposed GPA and zoning reclassifications can be viewed at:

ENVIRONMENTAL REVIEW: The project will rely on the previously certified Environmental Impact Report for the County of San Diego General Plan Update, certified August 3, 2011 (ER 02-ZA-001; SCH 2002111067), and Addendum thereto, dated January 24, 2014, on file with PDS as Environmental Review Number 13-00-002.

PROJECT DESCRIPTION: The project is a Major Use Permit for the construction and operation of an approximately 336-acre photovoltaic (PV) or concentrator photovoltaic (CPV) solar farm on an approximately 440-acre property (plus 1.74 acres of offsite disturbance for access improvements), implementing one of four technology variations [(1) Fixed-Axis Rack System, (2) Single-Axis Rack System, (3) Dual-Axis Rack System, (4) Dual-Axis Tracker Units], but using generally the same development footprint, internal road layout, and perimeter fencing design for all variations.
LOCATION: The project site is located approximately 0.4 mile east of Split Mountain Road and approximately three miles south of State Highway 78 (SR-78) in the Desert Subregional Plan area (APN 253-390-57, 58).
ENVIRONMENTAL STATUS: A Mitigated Negative Declaration has been prepared for this project and is on file with PDS as Environmental Review Number PDS2012-3910-1212001.

PROJECT DESCRIPTION: The applicant requests a Major Use Permit to construct, operate, and maintain an unmanned wireless telecommunication facility consisting of 12 panel antennas mounted upon a 60-foot tall faux utility pole and associated equipment. A concrete masonry unit (CMU) wall, approximately 331 square feet in size, would be constructed to enclose the associated equipment. The height of the CMU wall ranges from nine to ten feet, due to variations in topography. The project is subject to the Rural Lands General Plan Land Use Designation (RL-20), and is zoned General Rural (S92) which permits Wireless Telecommunication Facilities under the Tier 4 Classification with the approval of a Major Use Permit pursuant to Section 6985A of the Zoning Ordinance.
LOCATION: The 41-acre site is located at 31075 Highway 94 in the Mountain Empire Subregional Plan area, within unincorporated San Diego County (APN 656-030-15).
ENVIRONMENTAL STATUS: It is recommended that the project be exempt from environmental review pursuant to Section 15303 of the State California Environmental Quality Act Guidelines, because the telecommunication facility qualifies as “new, small facilities on structures”. A Notice of Exemption dated July 10, 2013, was prepared for the project and is on file with Planning & Development Services.

PROJECT DESCRIPTION: The applicant requests a Major Use Permit to construct, operate, and maintain an unmanned wireless telecommunication facility consisting of panel antennas mounted upon a 60-foot tall faux mono-pine and associated equipment. The new site would contain an AT&T facility on the upper part of the tree with eight panel antennas, and a Verizon facility below with 12 panel antennas. Supporting equipment would be located within a CMU enclosure, including two pre-fabricated equipment enclosures and two 30kW emergency generators. The project is subject to the Rural Lands General Plan Land Use Designation (RL-40), and is zoned General Rural (S92) which permits Wireless Telecommunication Facilities under the Tier 4 Classification with the approval of a Major Use Permit pursuant to Section 6985A of the Zoning Ordinance.
LOCATION: The 61.8-acre site is located along Banner Grade, 36342 Highway 78 in the Desert Subregional Plan area, within unincorporated San Diego County (APN 291-330-17).
ENVIRONMENTAL STATUS: It is recommended that the project be exempt from environmental review pursuant to Section 15303 of the State California Environmental Quality Act Guidelines, because the telecommunication facility qualifies as “new, small, facilities on structures.” A Notice of Exemption dated December 9, 2013 was prepared for the project and is on file with Planning and Development Services.

PROJECT DESCRIPTION: The applicant requests a Major Use Permit to construct, operate, and maintain an unmanned wireless telecommunication facility consisting of a 65-foot tall faux mono-broadleaf tree with antennas and associated equipment. The proposed faux tree would house 12 antennas. An eight-foot tall concrete masonry unit (CMU) wall, approximately 588 square feet area, would be constructed to enclose the associated equipment and 50kW emergency generator. The project is subject to the Public Agency Lands General Plan Land Use Designation, and is zoned General Agricultural (A72) which permits Wireless Telecommunication Facilities under the Tier 4 Classification with the approval of a Major Use Permit pursuant to Section 6985A of the Zoning Ordinance.
LOCATION: The 9,589-acre site is located at 26439 Highway 76 in the North Mountain Subregional Plan area, within unincorporated San Diego County (APN 193-080-30).
ENVIRONMENTAL STATUS: It is recommended that the project be exempt from environmental review pursuant to Section 15303 of the State California Environmental Quality Act Guidelines, because the telecommunication facility qualifies as “new, small facilities on structures”. A Notice of Exemption dated August 23, 2013, was prepared for the project and is on file with Planning & Development Services.
