A draft Negative Declaration has been prepared by the City of San Diego Land Development Review Division for the project listed below. Written comments regarding the adequacy of this Draft Negative Declaration must be received by the Land Development Review Division at the address below by February 4, 2003. A final environmental report incorporating public input will then be prepared for consideration by decision-making authorities.
SUBJECT: Russell Residence: Site Development Permit (SDP) to expand a single-story dwelling unit with the addition of a basement garage and two stories. NOTICE IS HEREBY GIVEN, that the City of San Diego will receive bids for commodities and services. Bid packages can be downloaded from the City of San Diego's Bid & Contract Opportunities web page, found at http://www.sandiego.gov under the Business section.
If you are unable to utilize the online option, bid packages can be requested by calling the Purchasing Division at (619) 236-6000.
Bids must be submitted on City of San Diego bid forms which are included in the bid packages. Submit completed bid packages to City of San Diego Purchasing Division, 1200 Third Avenue, San Diego, California 92101-4195 on or prior to the time specified.
A pre bid meeting and/or pre bid visit to the work site will be held, if indicated, at the time and place specified in the contract documents. Prospective bidders are encouraged to attend these sessions.

REQUEST FOR STATEMENT OF QUALIFICATIONS
FOR
SEWER FLOW MONITORING AND EVENT NOTIFICATION

The City of San Diego (City) is requesting Statements of Qualifications (SOQs) from highly qualified Sewer Flow Monitoring and Event Notification Providers licensed to perform work in California.
Providers are to be experienced providing sewer flow monitoring equipment, software, maintenance, repair and event notification equipment in the recent past on projects of similar size and complexity as the projects identified in the Request for Qualifications (RFQ). From this RFQ, and based upon the criteria set forth in the RFQ, a short list will be developed and utilized to select providers who will be requested to submit Proposals as part of the subsequent Request for Proposal (RFP) process.
SELECTION PROCESS. Selection of the successful provider will be a two-step process:
(1)?Selection of the most qualified providers based on the criteria outlined in the RFQ.
(2) ?Selected firms will be requested to submit Proposals and Pricing Schedules for sewer flow monitoring equipment, software, maintenance, repair and event notification equipment .
SCHEDULE. The selection process is planned to be completed by February 2003, at which time notification of the firms that have been shortlisted will be issued an RFP. The RFP process is expected to be completed by April 2003, with the contemplated Notice to Proceed being issued during the June 2003 timeframe.
STATEMENTS OF QUALIFICATIONS. Statements of Qualifications (SOQ) are due no later than 2:30 p.m. on February 10, 2003 and must be submitted in full accord with the RFQ which can be obtained from the Record Management Unit of the Metropolitan Wastewater Department at the following address or by calling (858) 292-6306 or after January 13, 2003. PRE-SUBMITTAL MEETING. A Pre-submittal meeting will be held on January 27, 2003 from 10:00 A. M. to 11:00 A. M. in the Metro Wastewater Department Conference Room 1D, located at 9192 Topaz Way, San Diego, CA, 92123. All potential responders are strongly encouraged to attend. Attendance at this meeting is strongly encouraged.

Attainment of the goal is strongly encouraged , but strictly voluntary. Definitions of MBE, WBE, DBE DVBE and OBE are contained in the Request For Statements of Qualifications (RFQ).
The City of San Diego will ensure that full access to programs, services, meetings and activities comply with Section 504, Title V, of the Rehabilitation Act and Americans with Disabilities Act (ADA) 1990, Public Law 101-336.
This RFQ does not commit the City to award a contract or to defray any costs incurred in the preparation of an SOQ pursuant to this RFQ. The City reserves the right to accept or reject any or all SOQs received as a result of this RFQ. If the City revises the RFQ, all RFQ holders of record will be notified in writing by the City.
