The City of San Diego Development Services Department has prepared an Addendum to Mitigated Negative Declaration (MND) No. 5906 for the following project and is inviting your comments regarding the adequacy of the environmental document. The Addendum has been placed on the City of San Diego web-site at http://www.sandiego.gov/city-clerk/officialdocs/notices/index.shtml under the ìCalifornia Environmental Quality Act (CEQA) Notices & Documentsî section. Project Description: PLANNED DEVELOPMENT PERMIT AND SITE DEVELOPMENT PERMIT to amend Planned Commercial Development and Resources Protection Ordinance Permit No. 99-0762, Site Development Permit No. 9754, and Planned Industrial Development No. 87-1049) that would allow for the construction of a 78,000-square-foot research and development building with associated surface and subterranean parking, as well as other ancillary improvements. The project would construct associated site improvements (i.e. hardscape, landscape, and retaining walls). In addition, the project would incorporate various conservation and/or sustainable features that would achieve a Leadership in Energy and Environmental Design (LEED) Silver Certification. The 11.3-acre project site is located between the eastern termini of Nexus Centre Drive and Executive Drive, is addressed as 4755, 4757, and 4767 Nexus Centre Drive, and encompasses three developed lots and a vacant lot. The project site is designated Scientific Research, identified as Prime Industrial Lands per the General Plan, and is zoned IP-1-1; in addition the project is within the Community Plan Implementation Overlay Zone (CPIOZ Type A), the North University City Facilities Benefit Assessment District, the Parking Impact Overlay Zone (Campus Impact Area), the Airport Land Use Compatibility Overlay Zone, the Airport Influence Area (Review Area 1 for MCAS Miramar), the Federal Aviation Administration (FAA) Part 77 Notification Area (550 feet), the Overflight Notification Area (MCAS Miramar), the Airport Safety Compatibility Transition Zone (MCAS Miramar), and is under the Airport Land Use Compatibility Plan 60-65 CNEL Noise Contour within the University Community Plan area. The site is not included on any Government Code listing of hazardous waste sites.

Recommended Finding: The recommended finding that the project will not have a significant effect on the environment is based on an environmental review and project revisions/conditions which now mitigate potentially significant environmental impacts in the following area(s): Paleontological Resources and Circulation/Parking.
