SUBJECT: Lake Hodges Bridge Geotechnical Borings. SITE DEVELOPMENT PERMIT (SDP) No. 6021 for two hollow-stem auger borings and six cone penetration tests for a future bridge over Lake Hodges. The proposed project is located west of Interstate 15, running north from West Bernardo Drive across Lake Hodges, in AR-1-1 zone of the Rancho Bernardo and San Pasqual Valley Community Plans. Applicant: Shawna Anderson, San Dieguito River Park Joint Powers Authority (JPA).
This recommended finding that the project will not have a significant effect on the environment is based on project revisions/conditions, which now mitigate potentially significant environmental impacts in the following area(s) historical resources (archaeology), biology, and on an Environmental Initial Study conducted by the City. The draft Mitigated Negative Declaration, Initial Study, and supporting documents may be reviewed, or purchased for the cost of reproduction, at the office of the Land Development Review Division, 1222 First Avenue, Fifth Floor, San Diego, CA 92101.

SEWER FLOW MONITORING AND EVENT NOTIFICATION

The City of San Diego (City) is requesting Statements of Qualifications (SOQs) from highly qualified Sewer Flow Monitoring and Event Notification Providers licensed to perform work in California.
Providers are to be experienced providing sewer flow monitoring equipment, software, maintenance, repair and event notification equipment in the recent past on projects of similar size and complexity as the projects identified in the Request for Qualifications (RFQ). From this RFQ, and based upon the criteria set forth in the RFQ, a short list will be developed and utilized to select providers who will be requested to submit Proposals as part of the subsequent Request for Proposal (RFP) process.
SELECTION PROCESS. Selection of the successful provider will be a two-step process:
(1)?Selection of the most qualified providers based on the criteria outlined in the RFQ.
(2) ?Selected firms will be requested to submit Proposals and Pricing Schedules for sewer flow monitoring equipment, software, maintenance, repair and event notification equipment .
SCHEDULE. The selection process is planned to be completed by February 2003, at which time notification of the firms that have been shortlisted will be issued an RFP. The RFP process is expected to be completed by April 2003, with the contemplated Notice to Proceed being issued during the June 2003 timeframe.
STATEMENTS OF QUALIFICATIONS. Statements of Qualifications (SOQ) are due no later than 2:30 p.m. on February 10, 2003 and must be submitted in full accord with the RFQ which can be obtained from the Record Management Unit of the Metropolitan Wastewater Department at the following address or by calling (858) 292-6306 or after January 13, 2003. PRE-SUBMITTAL MEETING. A Pre-submittal meeting will be held on January 27, 2003 from 10:00 A. M. to 11:00 A. M. in the Metro Wastewater Department Conference Room 1D, located at 9192 Topaz Way, San Diego, CA, 92123. All potential responders are strongly encouraged to attend. Attendance at this meeting is strongly encouraged.

Attainment of the goal is strongly encouraged , but strictly voluntary. Definitions of MBE, WBE, DBE DVBE and OBE are contained in the Request For Statements of Qualifications (RFQ).
The City of San Diego will ensure that full access to programs, services, meetings and activities comply with Section 504, Title V, of the Rehabilitation Act and Americans with Disabilities Act (ADA) 1990, Public Law 101-336.
This RFQ does not commit the City to award a contract or to defray any costs incurred in the preparation of an SOQ pursuant to this RFQ. The City reserves the right to accept or reject any or all SOQs received as a result of this RFQ. If the City revises the RFQ, all RFQ holders of record will be notified in writing by the City.
