The San Diego Unified Port District (District) requires preparation of guidelines and thresholds of significance for air quality and greenhouse gas (GHG) emissions analysis for environmental evaluations pursuant to the California Environmental Quality Act (CEQA). Pursuant to State CEQA Guidelines Section 15064.7, the District is seeking consultant services to develop, publish, and assist the District in the preparation and completion of thresholds of significance in support of the District's environmental review process. The guidelines and thresholds should provide guidance, methodology, and quantitative thresholds of significance (based on facts and substantial evidence) for air quality, including, but not limited to, air pollutants and contaminants, carbon monoxide hotspots, odor, and health risks, and GHG emissions, for the District to adopt as part of its environmental review process. The guidelines and thresholds should address both construction and operational activities of proposed projects. In addition, the guidelines and thresholds should include identification of possible mitigation measures to reduce significant air quality and GHG emissions impacts, along with associated quantifiable reductions as a result of those measures. Due to the variety of operational activities and land and water uses the District supports, more than one quantitative threshold of significance for each, air quality and GHG emissions, may be identified based on the land and water uses and geographic location of proposed projects.

at 1:30 p.m. at the Port of San Diego in the Administration Training Room, located at 3165 Pacific Highway, San Diego, CA 92101. Proposals must be received no later than January 22, 2015 at 2:00 p.m.
