The City of San Diego Land Development Review Division has prepared a draft Addendum to an Environmental Report for the Gateway Family Apartments in the Barrio Logan community and is inviting your comments regarding the adequacy of the document. Pursuant to the San Diego Municipal Code at Section *128.0306, this Addendum is circulated for a two-week review period. Your comments must be received by close of business on Thursday, February 3, 2005 to be included in the final document considered by the decision-making authorities. Subject: Gateway Family Apartment: BARRIO LOGAN JO#42-2458. (PROCESS 3) Coastal Development (CDP) and Site Development Permit (SDP) to demolish an existing structure and construct 42 residential (for rent affordable housing) apartment units in a 4-story building with underground parking on a 0.80 acre site at 1603 Logan Avenue in the Redevelopment Subdistrict of Barrio Logan Planned District within the Barrio Logan Community Plan, Coastal Overlay (non-appealable), Parking Impact, Council District 8. The site is included on a Government Code Listing of hazardous waste sites and has been recorded with the County of San Diego Department of Environmental Health under the Voluntary Assistance Program for site remediation and clean-up.
Applicant: United Community, Inc.
Recommended Finding: Based on all available information in light of the entire record, the analysis in this Initial Study/Addendum, and pursuant to Section 15162 of the State CEQA Guidelines, the City of San Diego has determined the following:
A. There are no substantial changes to the project that will require major revisions to the Redevelopment EIR due to new significant environmental impacts or a substantial increase in the severity of impacts identified in the Redevelopment EIR.
B.Substantial changes have not occurred in the circumstances under which the project is being undertaken that will require major revisions of the Redevelopment EIR to disclose new, significant environmental effects or a substantial increase in the severity of the impacts identified in the Redevelopment EIR.
C.There is no new information of substantial importance not known at the time the Redevelopment EIR was certified that shows any of the following:
1.The project will have any new significant effects not discussed in the Redevelopment EIR.
2.There are impacts that were determined to be significant in the Redevelopment EIR that will be substantially increase.
3.There are additional mitigation measures or alternatives to the project that would substantially reduce one or more of the significant effects identified in the Redevelopment EIR.
4.There are additional mitigation measures or alternative that were rejected by the project proponent that are considerably different from those analyzed in the Redevelopment EIR that would substantially reduce any significant impact identified in that EIR.
Therefore, in accordance with Sections 15162 and 15164 of the State CEQA Guidelines, neither a Subsequent EIR nor Supplement are required and this Addendum has been prepared.
