The County of San Diego, Owner, invites sealed bids for CONSTRUCTION OF SWEETWATER LANE FITNESS COURSE, ORACLE PROJECT NO. 1015516; BID No. 5399. This is a Community Development Block Grant Project, a Federal Assistance Grant of the U.S. Department of Housing and Urban Development. The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (Section 3).
Sealed bids will be received at the Office of Purchasing and Contracting, 10089 Willow Creek Road, Suite 150, San Diego, California, 92131, until 2:00 p.m. on February 14, 2012, at which time they will be publicly opened and read aloud. A pre-bid meeting is scheduled for 10:00 a.m. on February 2, 2012 at 1312 Sweetwater Lane, SPRING VALLEY, CA 91977 (2008 THOMAS GUIDE PG. 1272, A2). Contract Documents including Plans, Specifications and Bid Forms are available to be downloaded free of charge, from the Department of Purchasing and Contracting Buynet website at: http://buynet.sdcounty.ca.gov. Registration is required at this site in order to download documents. The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor, or Classification C-12, Earthwork and Paving Contractor. The cost of construction is estimated to be from $150,000-$170,000. Bid security of no less than 10% required at time of bid. Successful bidder shall provide Payment and Performance Bonds of 100% of the awarded contract amount. State Prevailing and Federal Minimum Wage Rates rates apply. NOTICE OF PRELIMINARY DECISION
TO APPROVE A SOURCE OF AIR POLLUTION BY THE
SAN DIEGO AIR POLLUTION CONTROL DISTRICT
The San Diego County Air Pollution Control District hereby gives notice that it has extended the written comment period through January 27, 2012, on the Air Pollution Control Officer's preliminary decision to approve the Pio Pico Energy Center (District Application No. APCD2010-APP-001251).
The Pio Pico Energy Center is an approximately 300 megawatt electrical generating facility consisting of three (3) simple-cycle natural-gas-fired combustion turbine generators, to be located at 7363 Calzada de la Fuente, Otay Mesa, CA 92154. The District performed an evaluation of the air pollution impacts of this proposal, and the equipment is expected to operate in compliance with all applicable District Rules and Regulations and all applicable federal requirements that the District is authorized to implement. The proposed permit incorporates conditions necessary to ensure compliance with all District requirements, and all federal and State requirements the District is authorized to implement.
The proposed permit conditions would allow the new equipment to potentially emit a maximum of 70.4 tons per year of oxides of nitrogen, 96.4 tons per year of carbon monoxide, 19.4 tons per year of volatile organic compounds, 37.2 tons per year of particulate matter less than or equal to 10 microns in diameter, and 12.4 tons per year of oxides of sulfur.
The District is continuing to seek comments on this proposed permit action. Written comments concerning the District's proposed action, including revisions or additions to comments already submitted, may be submitted through January 27, 2012.
