The City of San Diego Land Development Review Division has prepared a draft Negative Declaration for the following project and is inviting your comments regarding the adequacy of the document. Subject: Knowles Residence: SITE DEVELOPMENT PERMIT (SDP), COASTAL DEVELOPMENT PERMIT (CDP) and NEIGHBORHOOD DEVELOPMENT PERMIT (NDP) to allow for a 122 square-foot first floor addition, a 809 square-foot second floor addition and a 682 square-foot basement at an existing 1,966 square-foot single family residence. The project is located between the Pacific Ocean and the First Public Roadway. All proposed new construction would observe a 40 foot setback from the bluff edge. The project is located at 6654 Calumet Avenue in the City and County of San Diego. This site is not included on any government code listings of hazardous waste sites.

Recommended Finding: The recommended finding that the project will not have a significant effect on the environment is based on an Initial Study. As such, neither mitigation nor an EIR would be required.

As a property owner, tenant, or person who has requested notice, please be advised that the Hearing Officer will hold a public hearing to approve, conditionally approve, or deny an application for a Map Waiver and Coastal Development Permit Amendment to waive the requirement for a Tentative Map to create two condominium ownerships from two residential apartment units under construction, and to waive the requirement to underground existing overhead utilities in the adjacent right-of way. This action requires an amendment to existing Coastal Development Permit No. 98262 (Project No. 27391) to create this subdivision. No new development is proposed with this subdivision. The project site is located at 750 and 752 Devon Court in the Mission Beach Planned District Residential Subdistrict South (MBPD-R-S) Zone, Coastal Overlay Zone (appealable), Coastal Height Limit Overlay Zone, Parking Impact Overlay Zone (Beach Impact Area), Airport Environs Overlay Zone, of the Mission Beach Precise Plan and Local Coastal Program. This project was reviewed in the Sustainable Expedite Program, as the project will provide solar power for sustainable buildings as defined by Council Policy 900-14.
The decision of the Hearing Officer is final unless appealed to the Planning Commission. In order to appeal the decision you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Hearing Officer before the close of the public hearing. The appeal application may be obtained at the Development Services Department, Project Management Section, Reception Desk; located at 1222 First Avenue, 3rd Floor, San Diego, CA. The appeal must be made within 10 working days of the Hearing Officer's decision.
This project was determined to be categorically exempt from the California Environmental Quality Act on August 15, 2006 and the opportunity to appeal that determination ended August 31, 2006.
The decision made by the Planning Commission is the final decision by the City.
Appeals to the Coastal Commission must be filed with the Coastal Commission at 7575 Metropolitan Drive, Suite 103, San Diego, CA 92108. (Phone: 619 767-2370) Appeals must be filed within 10 working days of the Coastal Commission receiving a Notice of Final Action from the City of San Diego, Development Services Department.
If you wish to challenge the City's action on the above proceedings in court, you may be limited to addressing only those issues you or someone else have raised at the public hearing described in this notice, or written in correspondence to the City at or before the public hearing.
