The County of San Diego, Owner, invites sealed bids for the CONSTRUCTION OF OLD STAGE ROAD SIDEWALK IMPROVEMENTS, (RFB 1949). Sealed bids will be received at the Office of Purchasing and Contracting, Lobby Front Desk, County Operations Center, 5555 Overland Avenue, Suite 1111 (Bldg 11), San Diego, California, 92123-2149, until 2:00 p.m. on JANUARY 31, 2007, at which time they will be publicly opened and read aloud. The Contractor shall possess, at the time the Contract is awarded, a California contractor's license, Classification A, General Engineering Contractor (Buynet commodity code 721030), or Classification C-12, Earthwork and Paving Contractor (Buynet commodity code 72131701). Work to be Done consists in general of road widening and construction of new curb, gutter and sidewalks on the west side of Old Stage Road between Clemmens Lane and Aviation Road. The work includes roadway excavation, placing aggregate base and asphalt concrete, constructing concrete driveway, curb ramp and cross gutter, constructing masonry retaining wall, installing chain link fence and chain link gate, hydro seeding, traffic control, trench safety and shoring of excavations, preparing water pollution control program and implementing water pollution control measures. The project is located in the vicinity of Fallbrook. The cost of construction is estimated to be from $275,000 to $325,000. Contract Documents, including reduced Plans only, Specifications and Proposal Forms, may be examined or purchased for the sum of $20 per set at the County of San Diego, Department of Purchasing and Contracting, Cashier, at the address listed above. Full-size plans may be obtained at the Department of Purchasing and Contracting for an additional cost of $5 per set. Only complete sets of full-size plans will be sold. Full-size plans will not be sent to full-size plan holders when plans are revised and issued as addenda unless re-ordered. Only revised reduced plans will be issued as necessary with addenda. Full-size plans will contain only the revisions made to the plans at the time of issuance. The project is located in the vicinity of Alpine. The cost of construction is estimated to be from $525,000 to $625,000. Notice is hereby given that the Facilities Development Department of the San Diego County Regional Airport Authority (the “Airport Authority”) will receive sealed bids at 2320 Stillwater Road, San Diego, California, until 10:00 am on February 9, 2007 and bids will be opened at 10:30 am on February 9, 2007 for:

Quieter Home Program

Phase 3 Group 3.1 of the Quieter Home Program involves sound attenuation improvements for certain residences around San Diego International Airport. The project includes 44 dwelling units located on 34 residential properties.
Sound attenuation improvements may include, but are not be limited to, replacement of windows and exterior doors, adding storm windows, added insulation and improvements to add air conditioning, ventilation, and electrical systems.
The project may include special treatment for historically significant structures.
The work will include the demolition and modification of existing construction to install new windows and doors and, in some cases may require temporary weatherproof closures.
The magnitude of this work is in the range of $1,565,191.00. The bidder must possess a valid California State Contractors License, classification B at the time the contract is submitted.
Bids will be opened in public at 10:30 A.M. on February 9, 2007, in the PSA Conference Room, 2320 Stillwater Road, San Diego, CA. No Bidder may withdraw a bid after the time and date set for bid opening.
A mandatory prebid conference will be conducted at 10:00 A.M. on January 17, 2007, in the Noise Monitoring Room on the third floor of the commuter terminal at 3225 North Harbor Drive, San Diego, California. At the end of the conference, interested parties may visit the job site or, if indicated in the Special Conditions, make an appointment to visit the site. The Airport Authority's representative will be present at the prebid conference to receive questions. An addendum will be issued, if necessary, to respond to questions raised that change the scope of work. This will be the only job site tour given, please ensure your attendance. Failure to visit the job site shall be grounds for denial of claims for changed conditions.

In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages. These wage rates are available for inspection at the Airport Authority's Facilities Development Department.
It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
In the public interest, the Airport Authority reserves the right to reject any or all bids, or to waive any informality in a bid.
