FINAL ENVIRONMENTAL IMPACT REPORT

The San Diego Unified School District (District), as the lead agency under the California Environmental Quality Act (CEQA), has prepared an Environmental Impact Report (EIR) for the proposed Construction and Expansion of Mead Elementary School. Two alternative sites were analyzed on a project-level for this EIR. The Final EIR incorporates public input received during the 45-day public review period (October 21, 2002 to December 6, 2002).
Project Title: Construction and Expansion of Mead Elementary School
Project Applicant: San Diego Unified School District

Project Location: The proposed Mead Elementary School will be located east of Interstate 805 within the Chollas View neighborhood of Southeastern San Diego, City of San Diego, County of San Diego, California. The Alternative A site is located on the existing Mead Elementary School property at 750 45th Street, between F and G Streets. The Alternative B site is located on the existing Chollas Elementary School property at 545 45th Street just south of Market Street.
Project Description: The construction and expansion of Mead Elementary School will alleviate classroom overcrowding in one of San Diego?s most densely populated and rapidly developing areas. This school project is funded by Proposition MM, the $1.5 billion bond measure passed by 78 percent of voters in 1998. Alternative Site A will involve the removal of the existing school and the acquisition of up to 18 surrounding residential lots in order to accommodate the new Mead Elementary School. Under this alternative, the school will be reconstructed on 5.53 acres with permanent one- and two-story classrooms and support facilities. The school will serve a maximum of 450 students. The school will be reconfigured from a kindergarten thru 1st grade (K-1) campus to a K-5 campus. The expansion will provide additional playground and playfield areas. Alternative Site B will involve the construction of a new Mead Elementary School on approximately 7.2 acres just west and south of Chollas Elementary School. Approximately 6.33 acres is District-owned property; the remaining property (0.87 acre) will be acquired through vacation of a portion of 45th Street. Under this alternative, the new Mead Elementary School will accommodate up to 550 students (grades K-5). On-site support facilities at the new Mead Elementary School may include an administration building, library and media center, cafeteria and performance area, hardcourt and playfield areas, employee parking, and joint-use facilities.
Probable Environmental Effects: The Final EIR identified significant environmental impacts to hazards and hazardous materials, noise, and population and housing.
Availability: The Final EIR and supporting Technical Appendices are available for review at the San Diego Unified School District, Maintenance and Operations Center Annex, Room 1, 4860 Ruffner Street, San Diego. In addition, copies are available at the Valencia Park-Malcolm X Library, 5148 Market Street, San Diego; and the San Diego Public Library, 820 E Street, San Diego. The Final EIR will be reviewed by the San Diego Unified School District?s Board of Education on February 4, 2003.
