NOTICE IS HEREBY GIVEN that the City of San Diego will receive bids for work at the Public Works Department, Public Works Contracts, 1010 Second Avenue, Suite 1400, San Diego, California, where bids are to be submitted prior to time specified. Plans and specifications can be obtained from The City of San Diego's website: http://www.sandiego.gov/bids-contracts. A pre-bid meeting and/or pre-bid visit to the work site will be held, if indicated, at the time and place specified in the contract documents. Prospective bidders are encouraged to attend these sessions.
It is the policy of the City of San Diego to encourage equal opportunity in its construction, consultant, material and supply contracts. Bids/proposals from small businesses, minority-owned, disabled, veteran-owned businesses, women-owned businesses and local firms are strongly encouraged. Contractors are encouraged to subcontract and/or participate in joint ventures with these firms. This ordinance amends Chapter 2, Article 2, Division 1 of the San Diego Municipal Code, relating to the City Council's rules and order of business. Council meeting agendas must provide an opportunity for members of the public to address the Council on any item of interest within the subject matter jurisdiction of the Council. This ordinance updates the Council's rules related to scheduling meetings and public comment on items not on the agenda, including: (1) allowing non-agenda comment at the Council's regular meetings on Monday and Tuesday; and (2) specifying the amount of time for non-agenda comment on particular issues and for each individual speaker.

This ordinance contains a notice that a full reading of this ordinance is dispensed with prior to passage, a written copy having been made available to the Council and the public prior to the day of its passage.

This ordinance shall take effect and be in force on the thirtieth day from and after its final passage.

A complete copy of this ordinance is available for inspection in the Office of the City Clerk of the City of San Diego, 2nd Floor, City Administration Building, 202 C Street, San Diego, CA 92101.

This ordinance amends Chapter 2, Article 2, Division 1 of the San Diego Municipal Code relating to the City Council-s rules and order of business. This ordinance updates the Council-s rules related to the selection of the Council President to provide that the selection will occur at the first Council meeting held on or after the tenth day of December. The new date coincides with recent Charter amendments related to the term of office for Councilmembers.

This ordinance contains a notice that a full reading of this ordinance is dispensed with prior to passage, a written copy having been available to the Council and the public prior to the day of its passage.

This ordinance shall take effect and be in force on the thirtieth day from and after its final passage.

PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting, on the following project:

An appeal of the Point Loma Summit project. The project proposes to subdivide two existing lots into four lots and construct three (3) single family residences and retain the existing single family residence, for a total of four (4) single family residences on four (4) lots. Lot 1 proposes to be 24,088 square feet and would construct a multi-level, 2,620 square foot residence. Lot 2 proposes to be 10,141 square feet and would construct a multi-level, 3,179 square foot residence and retain the existing 400 square foot workshop. Lot 3 is proposed to be 15,461 square feet and will retain the 2,425 square foot single family residence, but demolish the existing 392 square foot detached garage. Lot 4 is proposed to be 13,380 square feet and would construct a two-story, 3,883 square foot residence. The project proposes deviations from development regulations which include rear setback, street frontage and retaining wall height. The 1.45 acre project site is located at 414 La Crescentia Drive in the RS-1-4 Zone, Coastal Overlay Zone (non-appealable), Coastal Height Limit Overlay Zone, Parking Impact Overlay Zone (Coastal Impact Area), Federal Aviation Administration Part 77 Noticing Area, and within the Peninsula Community Plan Area and Local Coastal Program Land Use Plan. The project shall integrate sustainable features consistent with council policy 900-14. A Mitigated Negative Declaration (MND) has been prepared in accordance with California Environmental Quality Act (CEQA) State Guidelines. This application was filed on April 24, 2009.

The Planning Commission voted to approve the project by a vote of 5-1-1 at their meeting on June 19, 2014.

The final decision by the City of San Diego is not appealable to the California Coastal Commission. If you want to receive a Notice of Final Action, you must submit a written request to the City Project Manager listed above.

COMMUNICATIONS
This item may begin at any time after the time specified. Any interested person may address the City Council to express support or opposition to this issue. Time allotted to each speaker is determined by the Chair and, in general, is limited to three (3) minutes; moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side.
