NOTICE OF EXTENSION OF COMMENT PERIOD
FOR PRELIMINARY DECISION
TO APPROVE A SOURCE OF AIR POLLUTION BY THE
SAN DIEGO COUNTY AIR POLLUTION CONTROL DISTRICT



The San Diego County Air Pollution Control District hereby gives notice that it has extended the period of time to provide written comments on the Air Pollution Control Officer's preliminary decision to approve the Carlsbad Energy Center LLC's proposed development of the Amended Carlsbad Energy Center Project (District Application Nos. APCD2014-APP-003480, APCD2014-APP-003481, APCD2014-APP-003482, APCD2014-APP-003483, APCD2014-APP-003484, APCD2014-APP-003485, APCD2014-APP-003486, and APCD2014-APP-003487) until February 2, 2015. Public notice of the preliminary decision to approve the project was provided on December 17, 2014, and the comment period was to have ended on January 16, 2015. The District is continuing to seek comments on this proposed permit action and written comments may be submitted through February 2, 2015. Comments postmarked or submitted via e-mail on or before February 2, 2015, will be considered to have been submitted before the end of the comment period.

The Amended Carlsbad Energy Center Project (ACECP) is an approximately 630 megawatt simple cycle power plant consisting of six natural-gas-fired combustion turbine generators, each with emission control equipment; an emergency diesel fire pump engine; and an emergency generator engine to be located at 4600 Carlsbad Blvd., Carlsbad, California, on a portion of the same facility as the existing Encina Power Station. If the amended project is constructed, the previously approved Carlsbad Energy Center Project (District Application Nos. APCD2007-APP-985745, APCD2007-APP-985747, and APCD2007-APP-985748) would not be constructed. This project is also the subject of a Compliance and Amendment Proceeding with the California Energy Commission.

The District performed an evaluation of the air pollution impacts of this proposal and the equipment is expected to operate in compliance with all applicable District Rules and Regulations and all applicable federal requirements that the District is authorized to implement. The proposed permit incorporates conditions necessary to ensure compliance with all these applicable federal and District requirements.

The proposed permit would allow the new equipment to emit a maximum of 84.8 tons per year of oxides of nitrogen, 77.8 tons per year of carbon monoxide, 24.1 tons per year of volatile organic compounds, 28.4 tons per year of particulate matter less than or equal to 10 microns in diameter, and 5.6 tons per year of oxides of sulfur. These emission increases would be partially offset by the retirement of the five existing utility boilers and peaking turbine currently in operation at the Encina Power Station.
