NOTICE OF PRELIMINARY DECISION
TO APPROVE A SOURCE OF AIR POLLUTION BY THE
SAN DIEGO AIR POLLUTION CONTROL DISTRICT
The San Diego Air Pollution Control District has made a preliminary decision to approve Authorities to Construct to Sycamore Energy LLC, for the installation of two (2) landfill gas fired turbines, APCD2011-APP-001870 and APCD2011-APP-001871, to be located at 8514 Mast Blvd. in Santee, CA.
An evaluation of the air pollution impacts of this proposal was performed by the District and it was determined that all applicable District Rules and Regulations will be met when the equipment complies with conditions prescribed by the District. An Air Quality Impact Analysis was conducted for Carbon Monoxide. Results indicate that the operation of this equipment will not result in the violation of any State or Federal ambient air quality standard, or interfere with the attainment or maintenance of any State or Federal ambient air quality standard.
The Air Quality Impact Analysis is available for review at the Air Pollution Control District, 10124 Old Grove Road, San Diego, CA 92131. Please refer to APCD2011-APP-001870 and APCD2011-APP-00187 on all correspondence regarding this project. Written comments concerning the District's proposed action may be submitted for a period of 30 days, commencing January 24, 2012, and ending on February 22, 2012. NOTICE TO CONTRACTORS
The County of San Diego, Owner, invites sealed bids for CONSTRUCTION OF SWEETWATER LANE FITNESS COURSE, ORACLE PROJECT NO. 1015516; BID No. 5399. This is a Community Development Block Grant Project, a Federal Assistance Grant of the U.S. Department of Housing and Urban Development. The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (Section 3).
Sealed bids will be received at the Office of Purchasing and Contracting, 10089 Willow Creek Road, Suite 150, San Diego, California, 92131, until 2:00 p.m. on February 14, 2012, at which time they will be publicly opened and read aloud. A pre-bid meeting is scheduled for 10:00 a.m. on February 2, 2012 at 1312 Sweetwater Lane, SPRING VALLEY, CA 91977 (2008 THOMAS GUIDE PG. 1272, A2). Contract Documents including Plans, Specifications and Bid Forms are available to be downloaded free of charge, from the Department of Purchasing and Contracting Buynet website at: http://buynet.sdcounty.ca.gov. Registration is required at this site in order to download documents. The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor, or Classification C-12, Earthwork and Paving Contractor. The cost of construction is estimated to be from $150,000-$170,000. Bid security of no less than 10% required at time of bid. Successful bidder shall provide Payment and Performance Bonds of 100% of the awarded contract amount. State Prevailing and Federal Minimum Wage Rates rates apply.
