No bidder may withdraw their bid for a period of sixty (60) days after the date set for the opening of bids.
The Director of Industrial relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party on request at Department of Industrial Relations, Division of Labor Statistics and Research, Prevailing Wage Unit, P.O. Box 420603, San Francisco, CA 94142-0603 or at www.dir.ca.gov
It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all workers employed by them in the execution of the contract.
This contract is /is not XX subject to a labor compliance program, as described in subdivision (b) of Section 1711.5 of the Labor Code. “Pursuant to Labor Code section 1771.7, the District has implemented and shall enforce a Labor Compliance Program (LCP) approved by the Department of Industrial Relations for this Project.”

PROJECT DESCRIPTION: The project is a Major Use Permit to authorize the construction and operation of an unmanned wireless telecommunication facility. The facility would include a 35-foot tall mono-broadleaf tree to which twelve antennas would be mounted and associated equipment, including a back up generator and equipment cabinets, would be surrounded by an eight-foot tall Concrete Masonry Unit (CMU) block wall. Additional landscaping would be planted to provide screening for the proposed facility. The project is subject to the General Plan Regional Category Rural Development Area (RDA), Land Use Designation (18) Multiple Rural Use, and is zoned A70 (Limited Agricultural).
LOCATION: 15826 Sycamore Canyon Road, Poway, CA 92064 (APN# 323-110-44-00). The project is located within the Lakeside Community Plan Area that is located in the unincorporated San Diego County.
ENVIRONMENTAL STATUS: It has been determined that the project is exempt from environmental review under Section 15303 of the State California Environmental Quality Act Guidelines, because the project proposes the construction and operation of a telecommunication facility that qualifies as small, new equipment and facilities in small structures.
GENERAL INFORMATION: This public hearing is accessible to individuals with disabilities. The facility would include a 50-foot tall mono-pine faux tree to which three antennas would be mounted. The associated equipment cabinet would be enclosed by a seven-foot tall wood enclosure.
