NOTICE OF PRELIMINARY DECISION BY THE
SAN DIEGO COUNTY AIR POLLUTION CONTROL DISTRICT
TO ISSUE A SIGNIFICANT MODIFICATION OF A FEDERAL TITLE V
Notice is hereby given that, in accordance with Regulation XIV - Title V Operating Permits of the San Diego Air Pollution Control DistrictÕs Rules and Regulations, the Air Pollution Control Officer has made a preliminary decision to approve Application No. 982377 for a significant modification to federal Title V Operating Permit No. 961008 for the City of San Diego Metropolitan Wastewater Department for a wastewater treatment plant located at 1902 Gatchell Rd., San Diego, California. The significant modification of the Title V Operating Permit gives the facility flexibility to operate a modified odor control system at the headworks and on the sedimentation basins. The modification of the existing advanced primary treatment plant (Permit to Operate No. 930297) is not expected to increase emissions of any air contaminant.
The District performed an evaluation of the air pollution impacts of this proposal and the facility is expected to be in compliance with all applicable District Rules and Regulations and all applicable federal requirements. The proposed modified Title V Operating Permit incorporates conditions necessary to ensure compliance with all federal and District requirements. The facility is currently operating in compliance with District requirements.
The District is seeking comments on the significant modification to the Title V Operating Permit for this facility. Written comments concerning the DistrictÕs proposed action may be submitted for a period of 30 days commencing on January 27, 2005, and ending on February 25, 2005.
