NOTICE IS HEREBY GIVEN that the County of San Diego will receive sealed bids until 2 pm on FEBRUARY 27, 2003, at the Office of Purchasing and Contracting, Bldg. 11, 5555 Overland Avenue, San Diego, CA 92123 where bids will be publicly opened and read aloud.
Project is DOS PICOS COUNTY PARK PLAYGROUND; PROJECT NO. KN1954 (BID NO. 30119). Work consists in general of a construction contract for the grading and drainage for site development, installation of playground equipment, concrete curbs and pathways, installation of picnic tables with shade structures, BBQ, water fountains, trash receptacles, retrofit existing irrigation, install new irrigation and landscaping, hydro-seeding and related improvements. California Contractor?s License requirement is A.

The County of San Diego is issuing a request for Statement of Qualifications (SOQ) to all firms interested in providing "As-needed" Construction Management (CM) and staff augmentation consultant services.
The CM will provide liaison services between the County Project Manager and general contractors and consultants. To assist the Project Management staff, it is anticipated the CM services will be required for a variety of large single site projects and for a mix of multiple site, smaller repair and remodel projects.
The selection will be carried out and in accordance with Board of Supervisor?s Policy F-40 (Procurement of Architecture-Engineering and Related Professional Services).
The complete SOQ package is available on the County "Buynet" website within the Department of Purchasing and Contracting: www.co.san-diego.ca.us. Or, you may fax or e-mail requesting a package. Include your company name, contact person, e-mail address, phone number, and mailing address to the attention of Enrique Cesena, R.A. at (858) 694-3151, enrique.cesena@sdcounty.ca.gov.
Your Statement of Qualifications (SOQ) should be received no later than 2:00 p.m., PST, February 13, 2003. Any SOQ?s received after the indicated deadline will be considered late and, therefore, not responsive to this solicitation. Faxed or incomplete proposals will not be considered.

Notice is hereby given by the Treasurer of San Diego County that money, not the property of this County, now on deposit in the Treasury of San Diego County which has remained unclaimed for over three years will become the property of the County unless a claim is filed on or before March 15, 2003. A party of interest may file a claim which must include the claimant's name, address, amount of the claim and the grounds on which the claim is founded. Notice is hereby given that the Facilities Development Department of the San Diego County Regional Airport Authority will receive sealed bids at 2320 Stillwater Road, San Diego, California, until 10:00 a.m. on the 20th day of February, 2003 for:
INSTALL AIRPORT MONUMENT SIGN

The project includes fabricating and installing four airport monument signs at key roadway terminal entrances.

The magnitude of this work is in the range of $350,000 - $400,000. The bidder must possess a valid California State Contractors License classification B or C-45 at the time the contract is submitted.
Bids will be opened in public at or about that hour at 2320 Stillwater Road, San Diego, California, all as more particularly contained in this bid LF02-18 on file in the office of the Clerk of the Authority. No Bidder may withdraw a bid after the date set for bid opening.

QUIETER HOME PROGRAM
PHASE 1C-1

The San Diego Unified Port District (the "Port") previously solicited and received bids for this Phase pursuant to the Port?s Notice Inviting Bids, dated October 15, 2002, and a related bid solicitation package (the "Original Solicitation Package"). Effective January 1, 2003, the Port transferred to the Airport Authority the Port?s rights under the Original Solicitation Package in connection with the transfer from the Port to the Airport Authority of the assets and operations relating to the San Diego International Airport. The Port?s Notice Inviting Bids in the Original Solicitation Package expressly notified potential bidders of this transfer from the Port to the Airport Authority.
Pursuant to its rights under the Original Solicitation Package, the Airport Authority has elected to (i) reject all bids that the Port received for this Phase, and (ii) rebid the Phase. Accordingly, the Airport Authority is issuing this new Notice Inviting Bids. Please note that holders of the Original Solicitation Package will need to purchase new packages as some of the content has changed.

This phase provides sound attenuation treatments for 62 dwelling units located on 45 residential properties around San Diego International Airport. Sound attenuation treatments may include, but are not limited to, replacement of windows and exterior doors, adding storm windows and doors, added insulation and improvements to air conditioning, ventilation and electrical systems.
This phase includes special treatments for historically significant structures. The work will include the demolition and modification of existing construction to install new windows and doors and, in some cases, may require temporary weatherproof enclosures. The magnitude of this work is in the range of $2,800,000. The bidder must possess a valid California State Contractors License, classification B at the time the contract is submitted.
Bids will be opened in public at 2320 Stillwater Road, San Diego, California, all as more particularly contained in Document No. LF02-10 on file in the office of the Clerk of the Airport Authority. No Bidder may withdraw a bid after the date set for bid opening.
A prebid conference will be conducted at 1:30 PM on February 5, 2003, in the Airport Noise Monitoring Room on the third floor of the Commuter Terminal, 3225 North Harbor Drive, San Diego, California. At the end of the conference, interested parties may tour the project area or, if indicated in the Special Conditions, make an appointment to visit the site. The Airport Authority?s representative will be present at the prebid conference to receive questions. An addendum will be issued, if necessary, to respond to questions raised.
Plans and specifications may be purchased for $50.00 per each set on January 22, 2003, by Bidder?s printed check only, during the hours of 8:30 a.m. to 12:00 p.m. and 1:00 p.m. to 5:00 p.m., Monday through Friday, excluding Authority holidays, from the Facilities Development - Document Control Department, San Diego County Regional Airport Authority, P.O. Box 82776, San Diego, CA 92138-2776, or picked up in person at from the Facilities Development - Document Control Department, located at 2320 Stillwater Road, San Diego, California, Telephone Number (619) 400-2606 or 2607. Shipment of plans and specifications by Federal Express is available at Bidder?s expense. The purchase price and cost of shipment are not refundable. In accordance with the provisions of the California State Labor Code, The Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages. These wage rates are available for inspection at the office of the Equal Opportunity Management Department of the San Diego County Regional Airport Authority.
It is the policy of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. The DBE participation goal for this proposal/bid/quote is eighteen percent (18%). Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc. The award of the Contract may be conditioned on meeting the requirements of Title 49 Part 26 ? Department of Transportation, Participation by Disadvantaged Business Enterprises in Department of Transportation Financial Assistance Programs.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Section 1C-6.1, "Contractor?s Insurance," of the General Conditions. In the public interest, the Airport Authority reserves the right to reject any or all bids, or to waive any informality in a bid.
