DRAFT NEGATIVE DECLARATION
The City of San Diego Land Development Review Division has prepared a draft Negative Declaration for the following project and is inviting your comments regarding the adequacy of the document. Your comments must be received by February 17, 2005 to be included in the final document considered by the decision-making authorities. Subject: Sprint Saturn. Neighborhood Use Permit (NUP) to install, operate, and maintain an unmanned, wireless communication facility within the public right-of-way located within the Otay Mesa-Nestor community. The project would include the replacement of an existing street light located at the corner of Saturn Boulevard and Rimbey Avenue with a six-foot raydome antenna and Global Positioning System (GPS) antenna on top of a new 24-foot street light. The associated equipment (placed within a subterranean vault) and the above-ground meter (strong box) would be located along Saturn Boulevard approximately 100 feet south of the new street light. The site is not included on any Government Code Listing of hazardous waste sites.

NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN, that the City of San Diego will receive bids for work listed below. Plans and specifications can be obtained from the Engineering and Capital Projects Department, Architectural Engineering and Contracts Division, Executive Complex,1010 Second Avenue, Suite 500, San Diego, California, where bids are to be submitted prior to time specified.
A pre-bid meeting and/or pre-bid visit to the work site will be held, if indicated, at the time and place specified in the contract documents. Prospective bidders are encouraged to attend these sessions.

RESOLUTION DECLARING THE RESULTS OF THE
SPECIAL RUN-OFF ELECTION HELD IN COUNCIL DISTRICT 4 IN THE CITY OF SAN DIEGO ON JANUARY 4, 2005.
WHEREAS, a special run-off election was held in Council District 4 in the City of San Diego on Tuesday, January 4, 2005, pursuant to the provisions of Ordinance No. O-19316 (New Series), adopted September 7, 2004, for the purpose of electing a candidate to the office of Councilmember in District 4; and
WHEREAS, a copy of the certificate of the Registrar of Voters of San Diego County canvassing the returns of the special run-off election, as certified to the City Clerk, has been duly received; and
WHEREAS, a canvass of these elections has been completed and the City Clerk has certified the results to the City Council; NOW, THEREFORE,
BE IT RESOLVED, by the Council of the City of San Diego, that the Council finds and determines, pursuant to the provisions of Section 27.0411 of the San Diego Municipal Code, as follows:
The whole number of votes cast in the City was 12,362.
The total vote received by each candidate at the special run-off municipal election is as follows:

TONY YOUNG having received a majority of all votes cast is hereby declared elected to the office of Councilmember, District No. 4.
