REQUEST FOR PROPOSALS (RFP) for CONSTRUCTION
MONITORING for the SAN VICENTE PIPELINE/SURGE
CONTROL FACILITY/PUMP STATION PROJECTS
The San Diego County Water Authority (Water Authority) is soliciting proposals from professional environmental consulting firms to provide construction monitoring services for the San Vicente Pipeline/Surge Control Facility/Pump Station Projects.
PRE-PROPROSAL MEETING: February 8, 2005 at 1:30 p.m.
PROPOSALS DUE: February 28, 2005 by 4:00 p.m.
SCOPE OF WORK: The Water Authority will be constructing an 11-mile-long, 120-inch-diameter tunneled pipeline from San Vicente Reservoir in Lakeside, California to the Water AuthorityÕs Second Aqueduct near I-15 and Mercy Road. The project will also include the construction of associated portals/shafts, a surge control facility, a pump station, and interconnecting pipelines. Consultant will be responsible for managing implementation of the Mitigation Monitoring and Reporting Program (MMRP) for the project and project permit conditions.
The Water AuthorityÕs Small Contractor Outreach and Opportunities Program (SCOOP) is designed to maximize participation of diverse small qualified contractors, consultants, and vendors seeking to do business with the Water Authority. Effective implementation of SCOOP will include all efforts to make meaningful subconsulting opportunities available to all interested and qualified firms. Final consultant selection will be determined, in part, by the consultantÕs demonstrated effort in conducting effective outreach to small firms.
