NOTICE IS HEREBY GIVEN that the Chula Vista Elementary School District of San Diego County, California, acting by and through its Board of Education, hereinafter referred to as the District, will receive up to but not later than the time indicated below, separate bids for award of the following:

PLACE FOR SUBMITTING BIDS: Sealed Bids shall be received in the Purchasing Office, Building 800, of the Chula Vista Elementary School District located at 84 East J Street, Chula Vista, CA 91910 and shall be opened and publicly read aloud at the above stated time and place. Responses must be sealed and clearly marked "Bid No. #14/15-5 Refrigerated Delivery Trucks". Facsimile copies of the bid will not be accepted. Bids received after the time specified in the Notice, will be returned, unopened, to the contractor.

BID DOCUMENTS: Each bid must conform and be responsive to this Notice to Contractors, the Information for Bidders, and all other documents comprising the pertinent Contract Documents. REQUIREMENTS FOR BID: Bids must be submitted on the Bid Forms provided by the District and included in the bid documents. Each bid must strictly conform with and be responsive to this Notice Inviting Bids, the Instructions for Bidders, and other Contract Documents. The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding process. Except as provided in Public Contract Code Section 5100 et seq., no bidder may withdraw a bid for a period of sixty (60) calendar days after the opening of the bids.

Palomar Learning Resource Center Project

The Palomar Community College District intends to solicit bids through Gilbane Building Company (hereinafter "Construction Manager") from Trade Contractors with a current State of California licenses for a single public works project contract for Project CM-14-15-01-LRC-XX: Palomar Learning Resource Center Project (hereinafter "PROJECT").

Notice is hereby given that the District has determined that all bidders on PROJECT to be undertaken by the Construction Manager must be pre-qualified in their prequalification system prior to submitting a bid. It is "mandatory" that all Contractors who intend to submit a bid fully complete the pre-qualification questionnaire, provide all materials requested therein, and be approved by the Construction Manager to be on the qualified Bidders list. No bid will be accepted from a Contractor that has failed to comply with these requirements.

Bid packages including plans and technical specifications are anticipated to be available in February 2015 with a subsequent bid opening in March 2015.

Requirements for Application: If your company is interested in this project you are required to contact Eugenia Santos by email at stating which bid packages you intend to bid. If you already applied for prequalification on this project for the Bid Packages listed above, a new application is NOT REQUIRED. Each prequalification application must conform and be responsive to the standard application provided by the Construction Manager and are instructed to do so by visiting Any deviation from the standard application form or failure to provide the required information will be considered non-responsive and grounds for disqualification and rejection of the application. The District and the Construction Manager reserves the right to reject any and all Pre-qualification applications and to waive any irregularities in any responses received. . Pre-qualification submittals for past projects or for other public agencies are not applicable.

Deadline for Submissions: All documents must be received by the Construction Manager's iBidPro Prequalification system in accordance with the instructions no later 3:00 PM, February 4th, 2015.

Confidentially: Responses to the pre-qualification application and questionnaire and any financial information submitted for pre-qualification evaluation are not public records and not open to public inspection. The District will maintain the confidentiality of these records to the extent permitted by law. In the event a third party requests these confidential records, the District will notify the affected contractor, and it shall be the contractor's responsibility to defend the District in any action to compel disclosure of the contract's confidential information.

Wage Requirement/Labor Compliance: This Project is a public work and subject to prevailing wage requirements per Labor Code ß1720 et seq. The bidder/contractor and all subcontractors of every tier shall pay laborers performing any portion of the Project not less than the prevailing wage rate established for the labor provided.
Pursuant to Labor Code ß1771.4(a)(4), prevailing wage rate monitoring and enforcement shall be by the California Department of Industrial Relations ("DIR").

Urban Corps Facility Improvements

Urban Corps of San Diego County (Owner) invites sealed bids from licensed, qualified General Contractors for providing the design, materials and installation of tenant improvements that include installation of an overhead sprinkler system, plumbing replacements, and installation and extension of a heating, ventilation and air conditioning (HVAC) system located at 3127 Jefferson Street, San Diego, CA 92110. Contract amount not to exceed $499,851.
Sealed bid packages must be returned to front lobby receptionist at 3127 Jefferson Street, San Diego, CA 92110 no later than 2:00 pm PST on Tuesday, February 17, 2015. A bid, payment and performance bond will be required. This project is funded by Federal Community Development Block Grant (CDBG) funds and as such the entire project is subject to Davis-Bacon Wage Determination (PREVAILING WAGE and CERTIFIED PAYROLL); and Section 3 of the Housing and Urban Development (HUD) Act [12 U.S.C. 1701u and 24 CFR Part 135]. Section 3 is HUD's legislative directive for providing preference to low- and very low-income residents of the local community (regardless of race or gender), and the businesses that substantially employ these persons, for new employment, training, and contracting opportunities resulting from HUD-funded projects. This design/build tenant improvements project must be carried out in accordance with the Agency's signed agreement with the City of San Diego.
