NOTICE IS HEREBY GIVEN that the County of San Diego, Land Use and Environment Group (LUEG) is requesting public review of the Guidelines for Determining Significance and the Report Format and Content Requirements for Agricultural Resources, Air Quality, Fire Protection Planning, Groundwater, Noise and Guidelines for Determining Significance for Paleontology. These documents are being circulated as a part the LUEG Business Process Reengineering efforts. The proposed Guidelines for Determining Significance and Report Format and Content Requirements can be reviewed on the World Wide Web at http://www.sdcounty.ca.gov/dplu/ceqa_public_review.html, or at the Department of Planning and Land Use (DPLU), Project Processing Counter, 5201 Ruffin Road, Suite B, San Diego, California 92123.
BUSINESS PROCESS REENGINEERING (MISC 06-024). The Guidelines for Determining Significance for Agricultural Resources, Air Quality, Fire Protection Planning, Groundwater, Noise and Paleontology will be used by County staff during the review of discretionary projects and environmental documents pursuant to the California Environmental Quality Act (CEQA) for projects within the unincorporated area of San Diego County. These Guidelines present a range of quantitative, qualitative, and performance levels for evaluating adverse environmental effects that a proposed project may have on traffic. The Agricultural Resources, Air Quality, Fire Protection Planning, Groundwater, and Noise Report Format and Content Requirements will be used by County staff and County approved CEQA consultants to help in the preparation of useful, organized, consistent, and legally adequate technical studies in a timely and cost efficient manner. Comments on these proposed Guidelines and/or Report Format and Content Requirements must be sent to the DPLU address listed above and should reference the project number, name, and be forwarded to the attention of Mario Covic. Comments can also be forwarded via e-mail to Mario.Covic@sdcounty.ca.gov. Comments on the aforementioned documents must be received no later than February 9, 2007 at 4:00 p.m. (a 30-day public review period). PROJECT DESCRIPTION: The construction and operation of a wireless telecommunication (cellular) facility consisting of a single pre-fabricated structure containing 12-panel antennas and related equipment. The equipment shelter would be 230 square feet in area and 11_ feet high. The antennas would be mounted inside an approximately 138 square feet, 8_-foot high, fiberglass cupola atop the shelter, for a total height of 20 feet. The structure would be screened with shrubs and trees. The site contains an existing Regional Communication System (RCS) radio facility and a Verizon wireless facility, both utilizing a 73-foot monopole. An existing private road will provide access from Highway 94 to the site.
LOCATION: 31075 Highway 94, Campo, within the Mountain Empire Subregional Planning area within the unincorporated portion of the County of San Diego.
ENVIRONMENTAL STATUS: A Mitigated Negative Declaration has been prepared for this project and is on file at the Department of Planning and Land Use.

PROJECT DESCRIPTION: The project proposes a Major Use Permit to construct and operate an automotive cleaning business, pursuant to Section 2365c of the Zoning Ordinance, on a 15,222 square-foot lot adjacent to and accessible from a service station at the southeast corner of Winter Garden Boulevard and from Woodside Avenue. The project will consist of a carwash and detailing operation that includes parking, signage and landscaping. Zoning Special Area Regulation “B” designator requires that the project comply with the Lakeside Design Review Guidelines requirements. The operation would include a prefabricated car wash tunnel approximately 1,200 square feet in size, with an attached 400 square-foot equipment room. The site is subject to the General Plan Regional Category Current Urban Development Area (CUDA), Land Use Designation (13) General Commercial. Zoning for the site is C36, General Commercial Use Regulation.
LOCATION: The project site is located at 9757 Winter Gardens Boulevard near the intersection with Woodside Avenue in the Lakeside Community Planning area, within unincorporated San Diego County.

The County of San Diego, Owner, invites sealed bids for the CONSTRUCTION OF WILLOWS ROAD IMPROVEMENTS, (RFB 1964). Sealed bids will be received at the Office of Purchasing and Contracting, Lobby Front Desk, County Operations Center, 5555 Overland Avenue, Suite 1111 (Bldg 11), San Diego, California, 92123-2149, until 2:00 p.m. on FEBRUARY 8, 2007, at which time they will be publicly opened and read aloud. The Contractor shall possess, at the time the Contract is awarded, a California contractor's license, Classification A, General Engineering Contractor (Buynet commodity code 721030), or Classification C-12, Earthwork and Paving Contractor (Buynet commodity code 72131701). Work to be Done consists in general of road and shoulder widening in the vicinity of the Willows Road/Viejas Grade Road intersection. The County of San Diego, Owner, invites sealed bids for the CONSTRUCTION OF LOS COCHES CREEK SEWER IMPROVEMENTS, (RFB 1983). Sealed bids will be received at the Office of Purchasing and Contracting, Lobby Front Desk, County Operations Center, 5555 Overland Avenue, Suite 1111 (Bldg 11), San Diego, California, 92123-2149, until 2:00 p.m. on FEBRUARY 21, 2007, at which time they will be publicly opened and read aloud. The Contractor shall possess, at the time the Contract is awarded, a California contractor's license, Classification A, General Engineering Contractor or Classification C-34, Pipeline Contractor. A Disabled Veterans Business Enterprise (DVBE) goal of three percent (3%) has been established for this project. The project is located in the vicinity of Lakeside. The cost of construction is estimated to be from $1,200,000 to $1,700,000.
