The METROPOLITAN TRANSIT SYSTEM (MTS), 1255 Imperial Avenue, Suite 1000, San Diego, CA 92101-7490, is requesting bids to perform the work, in general, as follows: 
Tenant improvements for the 9th and 10th floors of the James R. Mills Building, 1255 Imperial Avenue, San Diego, CA.  The project includes demolition of interior walls, doors, drop ceilings and flooring, removal of wall and floor treatments, the building of new interior walls, relocation of lighting fixtures, installation of floor treatment, painting, electrical work, and procuring all materials and performing all other work necessary to complete the work in accordance with the Project CIP 11153 plans and Special Provisions.
Supplemental work consists, in general, of repairing and adjusting of HV and HVAC duct work including vent and thermostat relocation, seismic restraints, Title 24 compliance; fire sprinkler system upgrade; and installation of domestic water backflow preventor.  Supplemental work shall be constructed under the same conditions as other work of the contract.  Supplemental work or any portion thereof may be required at the Engineer’s direction and will be paid for under a negotiated change order in accordance with Section 4-1.03, “Changes,” of the Standard Specifications.
The Engineer’s Estimate for this work is $890,000.  A prebid meeting will be held on Wednesday, January 31, 2007, at 2:30 p.m. at MTS, 1255 Imperial Avenue, 10th Floor, San Diego.  The project manager is Matt Britten (619-699-7335  Questions should be addressed in writing to the project manager.

NOTICE IS HEREBY GIVEN that the City Council of the City of La Mesa will receive sealed bids for performing work as follows:
Annual Concrete Maintenance Project, in the City of La Mesa, County of San Diego, State of California, according to specifications,
and all appurtenant work necessary for the proper construction of the entire contemplated improvements in the City of La Mesa under Bid No.06-26, in accordance with the terms and provisions of the plans and specifications therefor which are on file in the office of the City Engineer, located in City Hall at 8130 Allison Avenue, La Mesa, California, 91941, Telephone Number (619) 667-1166, Fax Number (619) 667-1380.
This project has a goal of 9.0% (race neutral) disadvantaged business enterprise (DBE) participation.
This project is subject to the “BUY AMERICA” provisions of the Surface Transportation Assistance Act of 1982 as amended by the INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT of 1991.
Each sealed bid must be submitted to the Office of the City Clerk, 8130 Allison Avenue, La Mesa, California, 91941, prior to the closing time of 2:00 P.M. on Thursday, February 15, 2007 at which time they will be publicly opened and read aloud in the City Council Chambers at City Hall, 8130 Allison Avenue.
The Engineer's cost estimate is $600,000 for this project. The bid is for one year with option of renewing solely at the City's discretion for four additional years. The above cost estimate is for the first contract year. This amount may change for future contract renewals.
The project is funded by Federal Highway Administration, CDBG, State, and local TransNet and Gas Tax funds. Therefore all the federal conditions as stated by FHWA and HUD in addition to the City's requirement must be satisfied. In case of any conflict in the specifications and requirements, the most stringent condition will govern.
The Contract Documents may be inspected in the office of the City Engineer and copies may be obtained at that location upon payment of a non-refundable fee of $25.00 for each set. An additional non-refundable fee of $10.00 is required for the mailing of each set. CD may be purchased, with all documents in PDF format, for $20.00 which includes shipping and handling. BID SECURITY: Each bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of ten percent (10%) of the total bid price, payable to the City of La Mesa per the conditions provided in the Information for Bidders.
WAGE RATE REQUIREMENTS: Attention of Bidders is directed to the requirements for the conditions of employment to be observed and the minimum wage rate to be paid under this Contract. A minimum wage scale for each craft has been established by the Director of Industrial Relations of the State of California, pursuant to the requirements of Sections 1770, 1773, 1773.1, 1773.6 of the California Labor Code and the City's Resolution No. 12407 adopting these rates for Public Works Contracts. At the City Engineer's Office, a copy of this resolution and the current prevailing wage rates may be reviewed.
This is a Federal-Aid project and Davis-Bacon Act will be enforced. The Federal Wage Rates are those determined by the Federal Department of Labor Relations. The Contractor is obligated to pay the higher of the two rates, State and Federal wage rates, if there is a difference. Refer to Part II of these Specifications for further information.
: Bidder may not withdraw their proposal within sixty (60) calendar days after the date set for the opening of the bids.
CONTRACTOR'S LICENSE CLASSIFICATION: In accordance with the provisions of California Public Contract Code Section 3300, the City has determined that the contractor shall possess a valid Class A or C-8 Contractor license at the time that the contract is awarded. Failure to possess the specified license shall render the bid as nonresponsive and shall act as a bar to award of the Contract to any bidder not possessing said license at the time of award.
PRE-BID VISIT MEETING: Pre-Bid meeting is scheduled at 2:00 PM on Thursday, February 8, 2007 at the City of La Mesa City Manager's Conference Room, 8130 Allison Avenue.
ADDRESS AND MARKINGS OF BIDS: The envelope enclosing the Bid shall be sealed and addressed to the City, and shall be delivered or mailed to the Office of the City Clerk at 8130 Allison Avenue, La Mesa, CA 91941. The envelope shall be plainly marked in the upper left hand corner with the name and address of the Bidder and shall bear the words "Bid For ..." followed by the title of the Project, the date and hour of bid opening, and the appropriate State Contractors license designation which he/she holds. The certified or cashier's check or Bid Bond shall be enclosed in the same envelope with the Bid. The complete specification must be submitted with the bid.
