The City of Del Mar, OWNER, invites sealed bids for:

11TH STREET RESERVOIR ROOF REPLACEMENT PROJECT

RECEIPT AND OPENING OF PROPOSALS: Sealed proposals will be received at the office of the City Clerk, City of Del Mar, located at 1050 Camino Del Mar, Del Mar, California, until 2:00 p.m., February 19, 2008, at which time they will be publicly opened and read aloud at said office. The City of Del Mar hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation.
WORK INCLUDES: The complete removal and disposal of the existing gravel covered bituminous roof and plywood deck (existing roof contains non-friable asbestos), removal of the wood framed structural support members, removal of thirty-six (36) 12-inch square concrete columns and one (1) 18-inch square concrete center column. Design, fabricate, and erect new roof system to include 316 stainless steel columns, T6065 aluminum alloy or fiberglass structural framing system, aluminum or fiberglass roof deck, and cold-applied modified bituminous membrane roof system with gravel finish. The roof shall have two (2) 4-foot square aluminum access hatches and 360 degree side ventilation enclosed to comply with current County Health and Homeland Security requirements for the protection of potable water storage systems. The 11th Street Reservoir is a 2 million gallon concrete reservoir with an inside diameter of 135 feet.
OPINION OF PROBABLE CONSTRUCTION COST: The opinion of probable construction cost for this project is approximately $900,000.
COMPLETION OF WORK: All WORK must be completed within 60 working days after the commencement date stated in the Notice to Proceed. See contract documents for additional requirements.
OBTAINING CONTRACT DOCUMENTS: Contract documents, contain¬ing proposal forms, agreement, specifications, and project locations, may be obtained from Scantech, Inc. located at 7150 Engineer Road, San Diego, CA 92111 at (858) 495-0727 for the non-refundable cost of printing.
BID SECURITY: Bid Security shall accompany the bid in the form of a certified or cashier's check, or a Bid Bond made payable to the OWNER in the amount of ten percent of the total bid amount.
PERFORMANCE AND PAYMENT BONDS: The successful bidder will be required to furnish a Payment Bond made payable to the OWNER in the amount of one hundred percent, and a Performance Bond made payable to the OWNER in the amount of one hundred percent of the contract amount.
WAGE RATES: The successful bidder is required to comply with the applicable sections of the Labor Code relating to Public Works Contracts, including but not limited to Sections 1773, 1777.5, and 1776 of the Labor Code.
CONTRACTOR'S LICENSING LAWS: Attention is directed to the CONTRACTOR's License Law concerning the licensing of CONTRACTORs. CONTRACTORs are required to be licensed and regulated by the CONTRACTOR's State License Board. A General Engineering “A” or General Contractor “B” license, current and valid in the State of California is required for this project.
WITHDRAWAL: Withdrawal of bids shall not be permitted for a period of seventy-five (75) days after the date set for the opening thereof.
RETAINAGE FROM PAYMENTS: Monies withheld by the OWNER to ensure performance under the contract may be released in accordance with Government Code Section 4590 and these contract documents.

BID DEADLINE:

OBTAINING BID DOCUMENTS:

Bid documents (with a sample bid form only) may also be available for review in the offices of the Construction Manager for the Project, at the address identified in the Special Conditions.
REQUIREMENTS FOR BID: Bids must be submitted on the Bid Form provided by the District and included in the bid documents. Each bid must strictly conform with and be responsive to this Notice Inviting Bids, the Instructions for Bidders, and other Contract Documents. The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding. Except as provided in Public Contract Code Section 5100 et seq., no bidder may withdraw a bid for a period of sixty (60) calendar days after the opening of the bids.
ADDITIVE AND DEDUCTIVE ALTERNATES: If the District requires that bids include additive or deductive alternates, the Bid Form and Special Conditions will describe the specific alternates required. If no method for determining the lowest bid is specified below, the award of the contract for the Project shall be based on the lowest base bid; otherwise, the award of the contract for the Project will be based on the following method of determining the lowest bid: N/A
REQUIRED BID SECURITY: Each bid must be submitted with security in an amount not less than ten percent (10%) of the maximum bid amount as a guarantee that the bidder will enter into the proposed contract, if awarded to the bidder, and will provide the performance and payment bonds, insurance certificates and other documents described in the Contract Documents. Such security must be in one of the following forms: (1) a cashier's check made payable to the District; (2) a certified check made payable to the District; or (3) a bond made payable to the District in the form set forth in the Contract Documents. Any bond must have been issued by a California-admitted surety as defined in Code of Civil Procedure Section 995.120
REQUIRED CONTRACTOR LICENSE: The class(es) of California contractor's license(s) required in order to bid on and perform the contract for this Project are: C-10 - Electrical Contractor
MANDATORY PRE-BID CONFERENCE AND SITE VISIT:
The District will conduct a pre-bid conference and site visit for the purpose of acquainting all prospective bidders with the bid documents and the work site on February 6, 2008, at 11:00 a.m.. The pre-bid conference initially will commence at the Bond Trailer, 9600 Milden Street, La Mesa, CA, 91942, and attendees will thereafter be required to provide their own transportation to the Project site. Attendance at the pre-bid conferences and site visit is mandatory, and any bidder that does not attend shall be disqualified from bidding on the Project.
PERFORMANCE AND PAYMENT BONDS: The successful bidder will be required to provide both a performance bond and a separate payment bond, each in an amount equal to 100% of the total contract amount. The forms of the bonds are set forth in the Contract Documents and all bonds must be issued by a California-admitted surety as defined in California Code of Civil Procedure Section 995.120.
PREVAILING WAGES: The successful bidder and each of its subcontractors of any tier will be required to pay not less than the general prevailing rates of per-diem wages in the locality in which the work is to be performed for each craft or type of worker needed to execute the contract (“Prevailing Wages”).

OBTAINING CONTRACT DOCUMENTS: Contract documents, contain¬ing proposal forms, agreement, specifications, and project locations, may be obtained from Scantech, Inc. located at 7150 Engineer Road, San Diego, CA 92111 at (858) 495-0727 for the non-refundable cost of printing.
PRE-BID MEETING: A voluntary pre-bid meeting shall be held on-site at 2:00 p.m. on Thursday, February 7, 2008. It shall be the bidder's responsibility to attend the pre-bid meeting and make all examinations and field studies necessary for his own determination of all cost factors related thereto which shall be included in his bid price for the WORK. Attendance is voluntary however, the bidder will not be entitled to additional compensation for unforeseen work that could have been clarified at the pre-bid meeting. The submittal of a bid will be accepted as prima facie evidence that in compliance herewith, the bidder has accurately and fully informed himself of all conditions that will influence the cost of performing the WORK and that all such factors were carefully considered by him, prior to making his bid.
BID SECURITY: Bid Security shall accompany the bid in the form of a certified or cashier's check, or a Bid Bond made payable to the OWNER in the amount of ten percent of the total bid amount.
PERFORMANCE AND PAYMENT BONDS: The successful bidder will be required to furnish a Payment Bond made payable to the OWNER in the amount of one hundred percent, and a Performance Bond made payable to the OWNER in the amount of one hundred percent of the contract amount.
WAGE RATES: The successful bidder is required to comply with the applicable sections of the Labor Code relating to Public Works Contracts, including but not limited to Sections 1773, 1777.5, and 1776 of the Labor Code.
CONTRACTOR'S LICENSING LAWS: Attention is directed to the CONTRACTOR's License Law concerning the licensing of CONTRACTORs. CONTRACTORs are required to be licensed and regulated by the CONTRACTOR's State License Board. A General Engineering “A” or General Contractor “B” license, current and valid in the State of California is required for this project.
WITHDRAWAL: Withdrawal of bids shall not be permitted for a period of seventy-five (75) days after the date set for the opening thereof.
RETAINAGE FROM PAYMENTS: Monies withheld by the OWNER to ensure performance under the contract may be released in accordance with Government Code Section 4590 and these contract documents.
PROJECT ADMINISTRATION: All questions relative to this project prior to the opening of bids shall be directed to the ENGINEER for the project listed below.
