The Valley Center - Pauma Unified School District has prepared a draft Environmental Impact Report (EIR) for the following project and is inviting your comments regarding the adequacy of the document. The draft EIR and associated technical appendices have been placed on the School District's website at http://www.vcpusd.org. Your comments must be received by March 17, 2014, to be included in the final document considered by the decision-making authorities. Subject: The project proposes development of a multi-use turf sports field in the southeastern quadrant of Cole Grade Road and Valley Center School Road on a 1.9-acre site (within APN 188-240-1800) owned by the Valley Center - Pauma Unified School District (28741 Cole Grade Road, Valley Center, CA). The project site is characterized as flat, vacant, previously developed land. Site access is provided off Valley Center School Road. Development of the sports field would require minor surface grading to level and even the field area; and turf and an irrigation system would be installed. Portable and moveable benches and/or bleachers would be used for participants and spectators. The sports field area would be fenced. The sports field would be used during daylight hours and would not be lighted. Parking for the sports field would be provided in existing school district lots located off Valley Center School Road. The sports field is intended for use by the Valley Center - Pauma Unified School District for youth sports to include soccer, lacrosse, and other sports. The Valley Center - Pauma Unified School District is the Lead Agency for the project. The project requires approval by the Valley Center - Pauma Unified School District Board of Trustees.

As a property owner, tenant, or person who has requested notice, please be advised that the Hearing Officer of Civic San Diego (“CivicSD”) will hold a hearing to either approve, conditionally approve or deny an application for a Conditional Use Permit (CUP) (Process Three) to allow outdoor activities for Quartyard located at 1102 Market Street in the East Village Neighborhood of the Downtown Community Plan Area. The site is proposed to operate as an urban park that includes designated areas for a beer garden, event space, food truck parking stalls, farmer's/craft markets stalls, a picnic area, and a coffee shop. Outdoor activities are proposed to include live entertainment, movie screenings, eating and drinking, retail sales and a pet open space, among others, for private and public events year round.

The decision of the CivicSD Hearing Officer is final unless appealed to the CivicSD Board of Directors. In order to appeal the decision you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Hearing Officer before the close of the public hearing. The appeal application may be obtained at the CivicSD Planning Department, 401 B Street, Suite 400, San Diego, California, 92101. The appeal must be made within ten (10) business days of the Hearing Officer's decision. If the Hearing Officer decision is appealed, the decision made by the CivicSD Board of Directors is the final decision.

This activity is covered under the Final Environmental Impact Report (FEIR) for the San Diego Downtown Community Plan, Centre City Planned District Ordinance, and 10th Amendment to the Centre City Redevelopment Plan, certified by the City Council and the Redevelopment Agency (“Former Agency”) on March 14, 2006 (Resolution R-301265 and R-04001, respectively) and subsequent addenda to the FEIR. The FEIR is a “Program EIR” prepared in compliance with California Environmental Quality Act (CEQA) Guidelines Section 15168. CivicSD staff has concluded that the proposed activity of outdoor activities on a vacant lot is within the scope of the development program described in the FEIR and that the environmental impacts were adequately addressed in the FEIR; therefore, no further environmental documentation is required under CEQA.

If you wish to challenge either CivicSD's or the City of San Diego's action on the above proceeding in court, you may be limited to addressing only those issues you or someone else have raised at the public hearing described in this notice, or written correspondence to CivicSD at or before the public hearing.
