Bids, uploaded to the City of La Mesa, via PlanetBids, will be received electronically until 11:00 a.m., Tuesday, February 18, 2014, at which time they will be publicly opened, for furnishing plant, labor, material, and equipment and performing all work required for:

The improvement of storm drains in Beaumont Dr., Garfield St., and Randlett St. in the City of La Mesa, County of San Diego, State of California, as shown on City of La Mesa Drawings No. 9145, 9175-9176 and according to specifications.

The Engineer’s Estimate for the Base Bid is $325,000.

The Engineer’s Estimate for the additive alternative is $125,000.

Classification of valid contractor's license which the Prime Contractor must have at the time of bid and contract award: A or C-42. No bid will be awarded to a Contractor who is not licensed in accordance with the provisions of Chapter 9, Division 3 of the Business and Professions Code.

Bids shall be made in accordance with the prevailing hourly rate of per diem wages for this locality and project as determined by the Director of Industrial Relations pursuant to Labor Code Section 1770 et seq., a copy of which is on file with the City Engineer at 8130 Allison Avenue, La Mesa, in accordance with the provisions of Labor Code Section 1773.2, which prevailing hourly rate of wages is made a part of this notice by reference as though fully set forth herein.

The City Council of the City of La Mesa, in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252) and the Regulations of the Department of Commerce (15 C.F.R., Part 8), issued pursuant to such Act, hereby notifies all Bidders that it will affirmatively insure that the contract entered into pursuant to this advertisement will be awarded to the lowest responsible Bidder without discrimination on the grounds of race, color, or national origin.

All bids will be compared on the basis of the Base Bid.

The particular attention of prospective Bidders is hereby directed to the applicable sections in the specifications for full directions and requirements as to submittal of bids, bonds, insurance, and agreements.

Sealed bids will be received by the North County Transit District (NCTD) at 810 Mission Avenue, Oceanside, CA 92054, and publicly opened at 2:00pm on Wednesday, February 26, 2014 for NCTD General Administration Office (GAO) 3rd Floor Remodel.

To register to participate in this solicitation, go to www.gonctd.com and click on “Contracting Opportunities” at the bottom of the page.  The Online Bidding System is described and contains a link to the registration page of the PlanetBids Vendor Portal for NCTD.  Registering with PlanetBids for this solicitation is the only way to participate. Email notices from PlanetBids to firms registered for this solicitation are provided as a courtesy. Registered firms are responsible for insuring that they have downloaded all documents from PlanetBids that are necessary to submit a responsive bid.

The Successful Bidder shall possess, at the time the contract for the Project is awarded, the California Successful Bidder’s License Classification A, B.  Pursuant to California Public Contract Code section 20103.5, no bid submitted shall be invalidated by NCTD for failure of the Bidder to be licensed in accordance with the laws of this state at the time of bid submittal.  Failure of the Successful Bidder to obtain proper and adequate licensing for award of the contract for the Project shall constitute a failure to execute the contract, and shall result in the forfeiture of its Bid Security, as required herein.

Required Successful Bidder Experience: At least five (5) years experience in similar projects.

Engineers Estimate/Estimated Value of Work:  The engineers estimate for this work is $350,000.

Pre-Bid Conference: Bidders are strongly encouraged to attend the Pre-bid Conference held at 10:00am on Tuesday, February 04, 2014 at the General Administration Office located at 810 Mission Avenue, Oceanside, CA 92054.  An optional site visit will follow the Pre-Bid Conference.

Compliance with Labor Code Requirements/Prevailing Wages: It has been determined that the work herein described falls into the category of public works construction projects for Federal and State requirements.  The Successful Bidder will be required to comply with all of the terms and conditions (including Federal and State General Prevailing Wage requirements) prescribed for Successful Bidders performing public works construction projects.  The latest General Prevailing Wage determinations for crafts associated with public works construction projects shall apply.  In all instances where Federal and State Prevailing Wages for a given craft differ, the higher Prevailing Wage shall be paid.  It shall be mandatory upon the Successful Bidder and all Subcontractors to pay not less than the said specified rates to all workers employed by them in the performance of this contract.  Federal Prevailing Wage Rates are available at http://www.wdol.gov/; California State Prevailing Wages are available at http://www.dir.ca.gov/DLSR/statistics_research.html.

It shall also be mandatory upon the Successful Bidder and all Subcontractors to comply with all other California Labor Code or Federal Department of Labor requirements, which include, but are not limited to, the employment of apprentices, hours of labor, retention of payroll records and debarment of Successful Bidders and Subcontractors, to the extent applicable.

SCC is soliciting proposals from General Contractors to provide Elevator Upgrades (Aut-O-Safe® Emergency Return Unit (ERU) and Elevator ceiling lighting with (6) ECI LED down lights), Boiler Work (Replacement of the (2) two existing 85% Lochinvar with (2) two Raypak 99% Xtherm boilers), and Security Camera System installation (wiring, DVR, and camera). Interested and qualified firms, including disadvantaged and women owned small business, are invited to submit a proposal. There is no cost to obtain a set of bid documents and there will be no bid conference. All proposals to be considered must be submitted, via sealed bid marked “RFP # CDBG 2013”, on or before February 28, 2014 at 4:30 pm PST, to the attention of Kathy Parker, 525 14th Street, Suite 200, San Diego, CA 92101. Late bids will not be accepted. The public bid opening will take place at the same location on March 3, 2014 at 10 am PST and the lowest response will be awarded the contract. This project is funded with CDBG funds, all bids are subject to federal Davis Bacon prevailing wages and SCC may require, prior to execution of the contract that you furnish a bond from a surety approved by SCC, for 100% payment and performance of the contract. NOTICE IS HEREBY GIVEN that the Palomar Community College District (the “District”) of San Diego County, California, acting by and through its Governing Board, will receive up to 3:00 p.m., on the 12th day of February 2014 proposals, preferably, from not-for-profit financial institutions to provide ATM service at the District's San Marcos campus.
