SUBJECT: Central Police Facility. COUNCIL APPROVAL OF A COMMUNITY PLAN AMENDMENT, REZONE, PUBLIC RIGHT-OF-WAY VACATIONS AND SITE DEVELOPMENT PERMIT. The proposal consists of the redevelopment of areas surrounding the San Diego Police Pistol Range to accommodate the relocation of the Police Department Vehicle Maintenance Facility from 12th and K Streets in the East Village. Redevelopment of the site involves the construction of a new Vehicle Maintenance Facility (west of the Pistol Range) and a new K-9/SWAT facility (east of the Pistol Range). The proposed project site is located at the northeast corner of the Home Avenue/Federal Boulevard intersection currently occupied by the Police Department K-9/SWAT facility within the City Heights neighborhood of the Mid-City Communities Planning Area (portions of the west half of Lot 20, Horton's Purchase of Ex-Mission Lands, Map No. 283; Lots 1-9, Block 35 of Marilu Park, Map 517; portions of Blocks 40 and 41, Marilu Park, Map 517; Lots 15, 16 and 24-38, Block 32, Marilu Park, Map 517). A final environmental report incorporating public input will then be prepared for consideration by decision-making authorities.
SUBJECT: Weather Modification. COUNCIL APPROVAL of a Weather Modification Program to occur over a ten-year period (2002/2003 through 2012/2013). In an effort to maximize local water supply, this program would involve cloud seeding by a small, twin-engine aircraft to enhance rainfall over a 500-square-mile target area, primarily located within the boundaries of the Cleveland National Forest. The target reservoirs for increased runoff may include Morena, Barrett, Lower Otay, El Capitan, San Vicente, Sutherland, Loveland and Cuyamaca. The project area lies within unincorporated San Diego County, and within ten of the County's planning areas listed in the attached initial study (LDR No. 88-1225).
