NOTICE IS HEREBY GIVEN that the City of San Diego will receive bids for work at the Public Works Department, Public Works Contracting Group, 1010 Second Avenue, Suite 1400, San Diego, California, where bids are to be submitted prior to time specified. Plans and specifications can be obtained from The City of San Diego's website: http://www.sandiego.gov/bids-contracts. A pre-bid meeting and/or pre-bid visit to the work site will be held, if indicated, at the time and place specified in the contract documents. Prospective bidders are encouraged to attend these sessions.
It is the policy of the City of San Diego to encourage equal opportunity in its construction, consultant, material and supply contracts. Bids/proposals from small businesses, minority-owned, disabled, veteran-owned businesses, women-owned businesses and local firms are strongly encouraged. Contractors are encouraged to subcontract and/or participate in joint ventures with these firms. As a property owner, tenant, or person who has requested notice, you should know that the Planning Commission will hold a public hearing to recommend approval, conditional approval, or denial to the City Council of an update to the Otay Mesa Community Plan and City of San Diego General Plan Amendment; Rescission of the Otay Mesa Development District Ordinance; Rezoning to citywide zones contained in the Land Development Code (LDC); Amendment to the LDC including modifications to existing zones; Creation of new zones; and certification of the Environmental Impact Report Sch. No 2004651076 and Adoption of the Findings, a Statement of Overriding Considerations, and a Mitigation, Monitoring and Reporting Program. The amendments are subject to Process 5.

The decision to approve, conditionally approve, modify, or deny the amendments to the General Plan, Otay Mesa Community Plan, and the Municipal Code will be made by the City Council at a future public hearing. A separate notice of public hearing will be provided 10 business days prior to the City Council hearing for this item.

PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting, on the following project:

A Public Right of Way Vacation on Camino de la Plaza Street on portions of a 5,125.141 square-foot area located on south side of Camino de la Plaza Street, west of Spies Lane, and fronting property at 3951Camino de la Plaza within the San Ysidro Community Plan Area.

This project was determined to be categorically exempt from the California Environmental Quality Act on May 28, 2013 and the opportunity to appeal that determination ended June 17, 2013.

The decision of the City Council is final.

This item may begin at any time after the time specified. Any interested person may address the City Council to express support or opposition to this issue. Time allotted to each speaker is determined by the Chair and, in general, is limited to three (3) minutes; moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side.
