NOTICE IS HEREBY GIVEN that as a property owner, business owner, resident or interested citizen, you should know that the Redevelopment Agency of the City of San Diego (?the Agency?) will hold a public hearing, pursuant to the California Community Redevelopment Law (Health and Safety Code, Section 33490), to hear public testimony of all interested parties for the purpose of amending the Second Five-Year Implementation Plan for the San Ysidro Redevelopment Project Area. The Agency is required by California Community Redevelopment Law to adopt Five-Year Implementation Plans for each adopted redevelopment project area. The Second Five-Year Implementation Plan for the San Ysidro Redevelopment Project Area was adopted July 10, 2001. The proposed First Amendment seeks to include the proposed San Ysidro Sidewalk Improvement Project, Property Based Assessment District Project, Casitas de las Florecitas Project, Recreation Center Rehabilitation Project, San Ysidro Library, and Tax Allocation Bond Sale into the Second Five-Year Implementation Plan for the San Ysidro Redevelopment Project Area. The proposed projects are all located within the San Ysidro Redevelopment Project Area, more specifically, West San Ysidro Boulevard, between Cottonwood and Via de San Ysidro, San Ysidro Commercial area, Sellsway Street, 268 W. Park Ave., and 212 E. Park Ave.

A draft Negative Declaration has been prepared by the City of San Diego Land Development Review Division for the project listed below. Written comments regarding the adequacy of this Draft Negative Declaration must be received by the Land Development Review Division at the address below by March 4, 2003. This notice was/will be published in the SAN DIEGO DAILY TRANSCRIPT and PUBLIC RECORD REPORTER and distributed on February 3, 2003.
SUBJECT: City of San Diego Inclusionary Housing Ordinance: COUNCIL APPROVAL and AMENDMENT to the CITY'S LOCAL COASTAL PROGRAM. Council Approval of an Inclusionary Housing Ordinance that would require ten percent of all new residential development of two (2) or more units, or the residential portion of all mixed use projects with two (2) or more residential units, to be affordable housing units. The affordable units may be constructed on the original development site or off-site within the same community planning area, or an alternate site, provided the site is approved by the San Diego Housing Commission, City of San Diego and/or the City's Redevelopment Agency . Alternatively, a developer may opt to pay a fee in lieu of providing onsite or off-site affordable housing. The Inclusionary Housing Ordinance would apply citywide and be incorporated into the City's Land Development Code. This would require an Amendment to the City's Local Coastal Program for the Ordinance to become effective in that portion of the City located in the Coastal Zone.
