The San Diego County Water Authority is soliciting proposals for the following project:
Title: Lake Hodges to Olivenhain Pipeline Ð Tunnel, Shaft and Site Development Work

SCOPE OF WORK:
The Work under this Contract, also identified as "Bid Package 2", consists of design and construction of the tunnel and shaft for the Lake Hodges to Olivenhain Pipeline and construction of initial site development work for Olivenhain-Hodges ESP/Pumped Storage Projects. The Work shall consist of exploratory work, design work, furnishing all plant, tools, equipment, materials, supplies, and manufactured articles and furnishing all labor, transportation and services, including fuel, power, water, and essential communications, and performing work, or other operations required for the fulfillment of the Contract in accordance with the Contract.
SMALL CONTRACTOR OUTREACH AND OPPORTUNITIES PROGRAM:
The Water AuthorityÕs Small Contractor Outreach and Opportunities Program is designed to maximize participation of diverse, qualified, small contractors, consultants, and material suppliers seeking to do business with the Water Authority. Effective implementation of SCOOP is a requirement of the project and award of a contract will be determined, in part, by the design-build entityÕs demonstrated effort in conducting effective outreach to small contractors, consultants, and material suppliers. Failure to comply with the requirements shall render the design-build entity as non-responsive.
