NOTICE IS HEREBY GIVEN that the City of San Diego will receive bids for work at the Purchasing and Contracting Department, Contracts Division, 1200 Third Avenue, Suite 200, San Diego, California, where bids are to be submitted prior to time specified.  Plans and specifications can be obtained from The City of San Diego’s website: http://www.sandiego.gov/bids-contracts. A pre-bid meeting and/or pre-bid visit to the work site will be held, if indicated, at the time and place specified in the contract documents.  Prospective bidders are encouraged to attend these sessions.

The City of San Diego was allocated a supplementary Community Development Block Grant - Recovery (CDBG-R) award of $4,033,900 under the American Recovery and Reinvestment Act of 2009. The U.S. Department of Housing and Urban Development (HUD) strongly urges CDBG-R funds to be spent to further economic investment, increased energy efficiency, and job creation or retention. On June 1, 2009, the City Council accepted and allocated the grant funds, and on August 31, 2009, and November 23, 2009, portions of the CDBG-R grant were reallocated to new projects. This hearing is to reallocate $412,069.73 of CDBG-R funds in excess of current project needs to additional eligible activities. An electronic copy of the proposed CDBG-R third reallocation will be posted on the City's CDBG website at www.sandiego.gov/cdbg/general from December 28, 2011 - January 10, 2012.

The proposed CDBG-R third reallocation will be considered by City Council during their regularly scheduled meeting on January 9 or 10, 2012, at:

PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting on the following project:

To consider approval of the Coastal Commission's amendments to the City's Voluntary Accessibility Program ordinance (Land Development Code Chapter 14, Article 5, Division 40). The Voluntary Accessibility Program is an incentive program to encourage the incorporation of accessible design features in new residential development including accessible paths of travel, accessible entrances, and accessible common use rooms to meet the needs of as many users as possible.
On April 27, 2010, the City Council voted unanimously to introduce the Voluntary Accessibility Program ordinance, which was subsequently adopted on May 11, 2010 and became effective outside of the coastal zone on June 18, 2010. The proposed amendments to the Land Development Code constitute an amendment to City of San Diego's Local Coastal Program. Therefore, the ordinance will not be effective for areas inside the coastal zone until the Coastal Commission takes action to unconditionally certify the amendments.
On November 4, 2011, the Coastal Commission voted to conditionally certify the Voluntary Accessibility Program ordinance on the condition that the City amend Section 145.4003 to clarify that program incentives shall not be granted where inconsistent with the policies of the certified Local Coastal Program land use plans or the Environmentally Sensitive Lands (ESL) regulations. The amendments required by the Coastal Commission are consistent with how the City currently applies the regulations.
If the City Council takes action to adopt the Coastal Commission's amendments, the amended Voluntary Accessibility Program ordinance will become effective when the Coastal Commission takes action to unconditionally certify the amendments. Otherwise, the Voluntary Accessibility Program incentive program will continue to be available only in areas located outside of the coastal zone.
If you wish to challenge the City's action on the above proceedings in court, you may be limited to addressing only those issues you or someone else have raised at the public hearing described in this notice, or written in correspondence to the City at or before the public hearing.
*Unless otherwise noticed or stated on the record at the hearing, if an ordinance is approved and introduced by the City Council, it will automatically be scheduled for a hearing by the City Council for final passage at 10:00 a.m. on the Tuesday two weeks after the subject hearing.
