NOTICE OF AVAILABILITY OF A RECIRCULATED DRAFT ENVIRONMENTAL
IMPACT REPORT
for the
COUNTY OPERATIONS CENTER DEVELOPMENT PLAN
January 7, 2008

NOTICE IS HEREBY GIVEN that the County of San Diego, Department of General Services, as lead agency, is recirculating for public review a Draft Environmental Impact Report (EIR) in accordance with the California Environmental Quality Act (CEQA) for the proposed County Operations Center Development Plan project.
Project Title: Revised Draft Environmental Impact Report for the County Operations Center Development Plan. (SCH 2007071142).
Project Location: The proposed project site is located at 5555 Overland Avenue, in the Kearny Mesa Community of the City of San Diego (Township 15S, Range 2W, of the USGS 7.5' La Jolla Quadrangle, San Bernardino Base & Meridian). Land uses surrounding the COC site include industrial to the north, commercial and industrial to the south, and industrial to the east and west.
Project Description: The existing COC was built in 1964 and the current operations located on the COC site include government offices, emergency operations/medical uses, maintenance facilities, and warehouse space totaling approximately 425,000 gross square feet (gsf). The proposed project would require approval by the County of San Diego Board of Supervisors of a Disposition and Development Agreement (DDA), which calls for the elimination and replacement of the COC facilities, the approval of a financing mechanism for development of the site, and the sale of the COC Annex site (located at 5201 Ruffin Road). The proposed project would demolish the majority of the existing COC facilities (approximately 314,500 gsf) and replace them with approximately 1,125,500 gsf of new COC office buildings, which will include government offices, laboratories, a conference center, warehouse/storage, and central plant. Additionally, two parking structures will be constructed comprising approximately 571,000 gsf and 770,000 gsf respectively. The existing 38,000 gsf Emergency Command Center will remain. This development summary includes all the phases of the project (Phases 1, 2, and 3).
Probable Environmental Effects: Transportation/Circulation and Air Quality.
Availability: The Revised Draft EIR is available for public review at the following locations: County of San Diego, Department of General Services, Project Management Division Information Counter, 5555 Overland Drive, Building #2, San Diego, CA 92123; City of San Diego, Serra Mesa Branch Library, 3440 Sandrock Road, San Diego, CA 92123; and, City of San Diego Main Library, 820 E Street San Diego, CA 92101 during regular business hours.
Comments: Pursuant to CEQA Guidelines Section 15088.5(f)(1), reviewers shall submit new comments on the Revised Draft EIR. Comments that were received on the previously circulated Draft EIR (dated September 2007) will be included into the administrative record only. Written responses will not be prepared for those previously submitted comments. Only the new written comments, or resubmitted comments received on this Revised Draft EIR (January 2008) will be responded to and included into the Final EIR. The attached “Decision and Explanation Regarding the Recirculation of the COC Development Plan EIR” summarizes the revisions made to the previously circulated Draft EIR.
Written comments regarding the Revised Draft EIR should be directed to Jeffrey Redlitz, County of San Diego Department of General Services, 5555 Overland Avenue, Building 2, Suite 2600, San Diego, CA 92123-1294 and must be received no later than February 21, 2008 (45-day public review period is January 7, 2008 through February 21, 2008). A Final EIR incorporating public input will be prepared for consideration by the Board of Supervisors at a future public meeting.
