JIMMY DURANTE BOULEVARD & CAMINO DEL MAR
2015 STREET & DRAINAGE CAPITAL PROJECT


The City of Del Mar seeks a bid from qualified contractor for construction of the JIMMY DURANTE BOULEVARD & CAMINO DEL MAR 2015 STREET & DRAINAGE CAPITAL PROJECT. The work generally consists of roadway improvements, curb, gutter, sidewalk, pedestrian ramps, grinding and asphalt overlay, signing and striping, grading, retaining walls, water mains, sewer mains and storm drain improvements, along Camino Del Mar from L'Auberge to Jimmy Durante Boulevard and along Jimmy Durante Boulevard from Camino Del Mar to San Dieguito Drive.

RECEIPT AND OPENING OF PROPOSALS: Sealed proposals will be received at the office of the City Clerk, City of Del Mar, located at 1050 Camino Del Mar, Del Mar, California, until 10:00 a.m., January 29, 2014, at which time they will be publicly opened and read aloud at said office. Mailed bids will be addressed to: City Clerk at 1050 Camino Del Mar, Del Mar, California 92014 and must be received by bid closing. Bids shall be submitted to in sealed envelopes marked on the outside, "SEALED BID FOR THE JIMMY DURANTE BOULEVARD & CAMINO DEL MAR 2015 STREET & DRAINAGE CAPITAL PROJECT - DO NOT OPEN WITH REGULAR MAIL"

OBTAINING CONTRACT DOCUMENTS: The Contract Documents, containing the proposal forms together with the Notice Inviting Bids, Agreement, General Provisions, Special Provisions, Technical Specifications, and reduced drawings, as well as full size drawings may be obtained from ebidboard.com, or Scantech Graphics, located at 7150 Engineer Road, San Diego CA 92111 at (858) 495-0727 (plotting@aescantech.com) for the non-refundable cost of printing.

OPINION OF PROBABLE CONSTRUCTION COST: The Public Works Director's opinion of probable construction cost for this project is approximately $1,300,000.

COMPLETION OF WORK: All work performed under this contract shall be completed by May 25, 2015.

BID SECURITY: Bid Security shall accompany the bid in the form of a certified or cashier's check, or a Bid Bond made payable to the OWNER in the amount of ten percent of the total bid amount.

PERFORMANCE AND PAYMENT BONDS: The successful bidder will be required to furnish a Payment Bond made payable to the OWNER in the amount of fifty percent, and a Performance Bond made payable to the OWNER in the amount of one hundred percent of the contract amount.

WAGE RATES: Prevailing wage rate for the locality in which the WORK is to be performed and the construction activity applies to this contract. Not less than these rates shall be paid to all workers employed on the project.

CONTRACTOR'S LICENSING LAWS: CONTRACTOR is required to be licensed under the classification of GENERAL ENGINEERING CONTRACTING, CLASS A as of the date of submittal of the bid documents and shall maintain such license until final acceptance of the work. CONTRACTOR shall also obtain a City of Del Mar business license.

PROJECT ADMINISTRATION: All questions relative to this project prior to the opening of bids shall be directed to Joe Bride, Deputy Public Works Director, for the project listed. It shall be understood, however that no specification interpretations will be made by telephone. Questions shall be in writing and must be delivered at least seven (7) days prior to the date fixed for the opening of bids to 2240 Jimmy Durante Boulevard by hand, or email to jbride@delmar.ca.us.

Sealed bids addressed to the Board of Directors, Otay Water District (District), will be received for the 850-3 RESERVOIR INTERIOR COATING (CIP P2542) at the office of the District, 2554 Sweetwater Springs Boulevard, Spring Valley, California 91978-2004, until 4:00 PM local time, on Wednesday, January 28, 2015, and at that time bids will be publicly opened and read.

The general scope of work includes the removal and replacement of the interior coating on the 850-3 (3.0 MG) potable water welded steel tank, in accordance with the contract documents. The 850-3 Reservoir is located at 12887 Wieghorst Way, El Cajon, CA 92019, Thomas Brothers Map 1272-A3.

The District is requiring the Contractor to hold a valid Class "A" or "C-33" license at the time of award. The Contractor is also required to hold a QP-1 certification from the Society of Protective Coatings (SSPC).

A Pre-Bid Meeting will be held at 10:00 AM, on Thursday, January 15, 2015, in the Otay Water District Engineering Conference Room. The engineer's estimate is $370,000. The District is using Mayer Reprographics for distribution of Contract Documents, including plans and specifications. Electronic copies may be downloaded without fee through http://www.mayer.com. Hard copies may be obtained for a fee through any Mayer Reprographics office or by calling Mayer at (619) 295-4112. The amount paid for hard copies is not refundable. Proposals are requested for "Stylus Public Park Improvements", located in the City of Chula Vista.

Sealed bids will be received at McMillin Real Estate Services, L.P (PROJECT MANAGER) offices, at 2750 Womble Road, Suite 200, San Diego, California, 92106, at 10:00 a.m., on January 29, 2015.

Project estimate approximately: $2,000,000

The work includes but is not limited to: Drainage & Grading, Fences & Gates, Vehicular and Pedestrian Paving, Comfort Station, Splash Pad, Tot Lot Construction, Site Lighting, Soil Preparation/Finish Grading, Planting & Irrigation, Dog Park, Bocce Courts, Shade Shelters.

Bids arriving later than 10:00 a.m. on the date listed above, or at a different location, will not be considered.

Bids shall be enclosed in a sealed envelope and shall bear the title of "MILLENIA - STYLUS PUBLIC PARK". Note: All items in this bid qualify for reimbursement, the low bidder will be determined based on the lowest overall bid for the entire contract, exclusive of add/deduct alternates. All bid line items are subject to ADDITION or DEDUCTION from contract subject to City and PROJECT MANAGER's discretion per 3-2.2.3 of the Greenbook, 2006 edition. Any additive or deductive items shall be determined after bid award and prior to execution of contract.

The CONTRACTOR shall perform, with the CONTRACTOR's own organization, contract work amounting to not less than 40 percent of the original total contract price, except that any designated "Specialty Items" may be performed by subcontract and the amount of any designated "Specialty Items" performed by subcontract may be deducted from the original total contract price before computing the amount of work required to be performed by the CONTRACTOR with the CONTRACTOR's own organization. Where an entire item is subcontracted, the value of work subcontracted will be based on the Contract item Bid price.

When a portion of an item is subcontracted, the value of work subcontracted will be based on the estimated percentage of the Contract item Bid price, determined from information submitted by the CONTRACTOR, subject to approval by the Engineer.

Any material purchased by the CONTRACTOR will only be counted towards the 40 percent of the original total contract price if the material is installed by the CONTRACTOR with his own forces.

McMillin Real Estate Services, L.P reserves the right to reject any or all bids.

THIS PROJECT IS NOT SUBJECT TO PREVAILING WAGE RATE REQUIREMENTS:
