Land Development Review Division for the project listed below:

SUBJECT: Torrey Reserve Gateway. AMENDMENT to the CITY OF SAN DIEGO PROGRESS GUIDE AND GENERAL PLAN and the SORRENTO HILLS COMMUNITY PLAN, REZONE from A-1-10 to R-1500, VESTING TENTATIVE MAP, and PLANNED RESIDENTIAL DEVELOPMENT PERMIT No. 96-0464 to develop a 37.9 gross-acre project site with 581 multi-family residential units, private recreation facilities, associated parking, streets, and landscaping. The project site is immediately east of Interstate 5, north and south of Carmel Mountain Road (a portion of Lots 1, 2 & 3, Section 31, T14S, R3W - E 1/2). Applicant: Harry Cooper.
The draft EIR concludes that the project would result in significant environmental impacts in the following areas: landform alteration, biology, geology/soils, paleontology, and noise and cumulatively significant impacts associated with landform alteration, traffic circulation, air quality, hydrology/water quality and public services (schools). The draft EIR and supporting documents may be reviewed or purchased for the cost of reproduction at the office of the Land Development Review Division, 1222 First Avenue, Fifth Floor, San Diego, CA 92101. This information will be made available in alternative format upon request. The City of San Diego Water Department (Water Department) is implementing a Capital Improvements Program (CIP) that will provide a safe and reliable water storage, treatment and delivery system. The planned capital program includes projects to repair, replace, upgrade, and expand water treatment plants, pump stations, pipelines, and reservoirs. These projects have been designed to meet state and federal regulations and improve overall system efficiency, reliability and safety. The Water Department's CIP is a comprehensive program, covering Fiscal Years 1998-2006, with an estimated cost of $773 million in 1997 dollars.
The Water Department's CIP Program Management Division is requesting Statements of Qualifications (SOQ) from consulting firms for Construction Management (CM) Services. The purpose of this Request for Qualifications (RFQ) is to provide the Program Management Division with a consultant who will provide Construction Management Services for the expansion and rehabilitation of water treatment plants. The CIP projects included in this RFQ include the expansion and rehabilitation of the next phase of construction of the Alvarado Water Filtration Plant. At the City's discretion, the CM services for this contract may be extended to cover other phases at Alvarado, and expansion and rehabilitation of the Miramar and Otay plants. The design of the next phase of the Alvarado Filtration Plant expansion is currently 90% complete, and the City intends to advertise for bids in April 1998, with construction to commence in the Fall of 1998.
Consultant scope of services include constructability reviews, bidding assistance, inspection, construction administration and other related construction tasks. Qualified firms should have significant experience in the CM of water treatment plant expansion. Interested and qualified firms who have performed work of a similar scope within the last three years are invited to submit an SOQ in accordance with the RFQ. Please note that successful firm(s), including subconsultants, for Construction Management Services may be ineligible for any subsequent work associated with the Water Department's CIP including, but not limited to, engineering design, value engineering, and program management. The Water Department has established a conflict of interest policy that will apply to CM services. A copy of the conflict of interest policy is included in the RFQ package.

ESTIMATED CONSTRUCTION COST RANGE:

Sealed bids will be received and publicly opened at the Metropolitan Wastewater Department, 600 "B" Street, Suite 500, San Diego, California until 1:30 p.m., on the 5th day of February 1998, for work pertaining to the 21 - INCH SEWER LINE CLEANING; BID No. K98107. The Bids will then be opened and read aloud that same day and time in the third (3rd) floor conference room of the Metropolitan Wastewater Department at said location.
OBTAINING CONTRACT DOCUMENTS: Contract Documents, Specifications and Plans may be obtained from the Records Management Unit of the Metropolitan Wastewater Department at the above address or by calling (619) 533-4214 upon a non-refundable payment of $25.00 (TWENTY-FIVE Dollars)for each set of documents.
DESCRIPTION OF WORK: The work involves furnishing all labor, materials, equipment, services, and construction for the cleaning of the 21-inch sewer line beginning at manhole #407 located at the intersection of La Jolla Boulevard and Westbourne Street, and ends at manhole #65 at the intersection of La Jolla Boulevard and Midway Street (8200 lineal feet).
LOCATION OF WORK: All work in connection with this contract is located within the City limits of San Diego as shown in the contract documents.
EQUAL OPPORTUNITY CONTRACTING: The City of San Diego will not discriminate with regard to race, color, sex, national origin or disability in the award of contracts. Program requirements and reporting procedures in the Metropolitan Wastewater Department Conference Room on the third (3rd) floor of 600 "B" Street, San Diego, CA, at 9:30 a.m., on the 20th day of January 1998. A site visit will be conducted on the same date at 11:00 a.m.. Maps to the site will be available at the pre-bid conference. Prospective bidders are encouraged to attend. CONTRACTOR'S LICENSE CLASSIFICATION: In accordance with the provisions of California Law, the OWNER has determined that the CONTRACTOR shall possess a valid " Class C-42 " license at the time that the bid is submitted. Failure to possess the specified license shall render the Bid as non-responsive and shall act as a bar to award of the Contract to any bidder not possessing said license at the time of bid.
SAN DIEGO LICENSE: All Contractors, including Subcontractors, not already having a City of San Diego license for the work contemplated will be required to secure the appropriate license from the City Treasurer, City Operations Building, Community Concourse, before a contract can be awarded.
BID SECURITY: Each Bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of 10 percent of the total Bid Price payable to the City of San Diego as a guarantee that the Bidder: (1) will provide the information required within the time specified in the - BID FORMS of the package if the Bidder is the Apparent Low Bidder; and (2) will promptly execute the Agreement if its Bid is accepted. A bid shall not be considered unless one of the forms of Bidder's security is enclosed with it.
SECURITIES DEPOSIT IN LIEU OF RETENTION: Pursuant to Section 22300 of the Public Contract Code of the State of California, the Contractor has the option to deposit securities with an escrow agent as a substitute for retention earnings required to be withheld by this contract.
ACCEPTANCE OF BIDS: The City reserves the right to cancel this Notice Inviting Bids at any time, and further reserves the right to reject all submitted bids, without giving any reason for such action, at its sole discretion and without liability. All costs incurred by bidders as a result of preparing bids under this Notice Inviting Bids shall be the sole responsibility of each bidder. This Notice Inviting Bids creates or imposes no obligation upon the City to enter into a contract.
