Notice is hereby given that in accordance with Rule 26 of the Air Pollution Control District Rules and Regulations, the Air Pollution Control Officer has made a preliminary decision to approve the Banking of Emission Reduction (Application 940560) at the USN Communications Station located at 937 N. Harbor Dr. in San Diego, California. The Emission Reductions result from the permanent shutdown of an I.C. engine.
Class A Emission Reduction Credit (ERC'S) will be registered with the District for 2.4 tons per year of Nitrogen Oxide emissions, 1.05 tons per year of Carbon Monoxide emissions, 0.045 tons per year of volatile organic compounds, 0.34 tons per year of particulate matter emissions (particulate matter with an aerodynamic of less than or equal to 10 microns), and 0.49 tons per year of Sulfur Oxide emissions. These emissions are proposed to be banked.
Written comments may be submitted for a period of thirty (30) days commencing on January 9, 1998, to the Air Pollution Control District, 9150 Chesapeake Drive, CA 92123-1095.

NOTICE TO CONTRACTORS---
NOTICE IS HEREBY GIVEN that the County of San Diego will receive sealed bids until 2 pm on JANUARY 29, 1998, at the Office of Purchasing and Contracting, Bldg. 11, 5555 Overland Avenue, San Diego, CA 92123 where bids will be public opened and aloud.
Project is CONSTRUCTION OF EL APAJO AND VIA DE SANTA FE IMPROVEMENTS; ACTIVITY NO. UJ1601 (BID NO. 80083). Work consists of road widening/reconstruction and includes earthwork, placing aggregate base, asphalt concrete and asphalt concrete dike, constructing a reinforced concrete box culvert, constructing concrete curb inlets, curb outlet, cleanout, headwall, drainage ditch, curb and gutter and sidewalk, placing drainage pipe, reconstructing chain link fence, traffic striping removal, street light relocation and transplantation of palm trees in vicinity of Fairbanks Ranch. Estimated price range is $250,000 to $500,000.
Contract Documents, including reduced Plans only, Specifications and Proposal Forms, may be examined or purchased for the sum of $9.00 (including tax) per set at the County of San Diego, Office of Purchasing and Contracting, Cashier, 5555 Overland Avenue (032), San Diego, CA 92123. Make checks payable to County of San Diego; no refund will be made. Mail service is available only to those prospective bidders outside a 30-mile radius of the County Operations Center and at an additional cost $3.00 per set for documents.
Full-size plans may be obtained by placing a request with the Contract Specifications Engineer at (619) 694-2823, and at an additional cost of $0.40 (including tax) per sheet. Two working days shall be allowed for the printing of sheets, requested. No refund for the cost of full-size plans will be made.

NOTICE IS HEREBY GIVEN that the County of San Diego will receive sealed bids until 2 pm on FEBRUARY 5, 1998, at the Office of Purchasing and Contracting, Bldg. 11, 5555 Overland Avenue, San Diego, CA 92123 where bids will be publicly opened and read aloud.
Project is CONSTRUCTION OF CAMINO DEL NORTE BRIDGE ACROSS ESCONDIDO CREEK; ACTIVITY NO. UJ1328 (BID NO. 80102). Work consists of the construction of a three span cast-in-place post-tensioned prestressed concrete bridge with a cantilevered side deck, road improvements and the replacement of water and sewer lines. The work consists of clearing and grubbing, removing the existing concrete and corrugated steel pipe dip section, earthwork, furnishing and driving steel H-piles, post-tensioning steel, pouring concrete for bridge foundations, bridge deck and approach slabs, installing glue laminated timber decking on side deck, placing aggregate base, asphalt concrete, asphalt concrete dikes and asphalt concrete driveways and spillways, constructing concrete curb and gutter, installing replacement utility pipe consisting of reinforced concrete pipe, steel pipe, ductile iron pipe and polyvinyl chloride pipe, trench safety and shoring of excavations, installing metal beam guard railing, metal tube railing, pipe hand railing and erosion control and traffic control. The project is located in the vicinity of Rancho Santa Fe. Estimated price range is $1,500,000 to $3,500.000.
