The City of San Diego (City) is requesting proposals from highly qualified civil engineering firms for consultant services for Old Otay Mesa Road Improvements - Plans, Specifications & Environmental Documentation (H094649).
It is the policy of the City to provide equal opportunity in its civil engineering professional services contracts. Toward this end, proposals from small businesses, disabled owned businesses, women owned businesses, firms owned by African-Americans, American Indians, Asian-Americans, Filipinos, and Latinos, and local firms are strongly encouraged. Prime consultants are encouraged to subconsult or joint venture with these firms. The City endeavors to do business with firms sharing the City's commitment to equal opportunity and will not do business with any firm that discriminates on the basis of race, religion, color, ancestry, age, gender, sexual orientation, disability, medical condition or place of birth. This project has a voluntary Subcontracting Participation Level (SPL) goal of 15%. SPL goals are achieved by contracting with any combination of Minority Business Enterprises (MBE), Women Business Enterprises (WBE), Disadvantaged Business Enterprises (DBE), Disabled Veteran Business Enterprises (DVBE) or Other Business Enterprises (OBE) at the prime or subcontractor level. Definitions of MBE, WBE, DBE, DVBE and OBE are contained in the Request for Proposals (RFP). Attainment of the SPL goal is strongly encouraged, but strictly voluntary.
The City of San Diego will ensure that full access to programs, services, meetings and activities comply with Section 504, Title V, of the Rehabilitation Act and Americans with Disabilities Act (ADA) 1990, Public Law 101-336.
In-depth knowledge and a strong understanding of the local environment, and a local presence for interfacing with the City's project management staff are essential to the successful completion of this project. The proposal must address the consultant's knowledge and understanding of: the City and other local agencies regulations and policies; local environment; geotechnical conditions in project area; and local building codes and other design criteria. The proposal must also address how the consultant plans to interface with the City's project management staff and the consultant's workforce in San Diego County.

Summary Scope of Services
The City of San Diego Right of Way Division is considering a roadway improvement project for approximately 3200 feet of Old Otay Mesa Road. The project location is within the community of Otay Mesa between Hawken Drive and 1,100 feet south of Crescent Bay Drive. The proposed design project will include the installation of sidewalks, curb & gutter, guardrail, new street pavement sections, bike lanes, earthwork, fencing and retaining walls. A Preliminary Engineering Report has been developed for the proposed improvement by Winzler and Kelly dated November 19, 2008.
This project may be financed in whole or in part with federal funds. The City of San Diego has determined that Disadvantaged Business Enterprises (DBE) can reasonably be expected to compete for the subcontracting opportunities in this project. The Contractor should ensure that DBEs and other Small Businesses have the opportunity to participate in the performance of the work that is the subject of this solicitation. The DBE Availability Advisory Level for this project is 5%.

Pipeline Repair at Manhole 346: SITE DEVELOPMENT PERMIT (SDP) to allow for the replacement of 20 feet of existing exposed 8-inch polyvinyl chloride (PVC) sewer pipe with an 8-inch cast iron sewer pipe within Tecolote Canyon Natural Park. The section that needs to be replaced is suspended above Tecolote Creek and within the City's Multi-Habitat Planning Area (MHPA). Materials would be transported to the project site via existing pathways. Portions of the paths would be temporarily widened and two water crossings would have to be temporarily modified to allow for the transportation of material and equipment. Tecolote Canyon is an urban canyon located in central San Diego approximately _ mile east of Mission Bay, between Interstate 5 and 805 within the Clairemont Mesa Community Plan. This site is not included on any government code listings of hazardous waste sites.
