The City of San Diego was allocated a supplementary Community Development Block Grant - Recovery (CDBG-R) award of $4,033,900 under the American Recovery and Reinvestment Act of 2009. The U.S. Department of Housing and Urban Development (HUD) strongly urges CDBG-R funds to be spent to further economic investment, increased energy efficiency, and job creation or retention. On June 1, 2009, the City Council accepted and allocated the grant funds, and on August 31, 2009, and November 23, 2009, portions of the CDBG-R grant were reallocated to new projects. This hearing is to reallocate $412,069.73 of CDBG-R funds in excess of current project needs to additional eligible activities. PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting, on the following project:
Amendment to the Mid-City Communities Planned District Ordinance to establish an interim height limitation that would limit structures above a building height of 50 and 65 feet along specific portions of 5th Avenue, Robinson Avenue, University Avenue, and Washington Street north Upas Street within the CN-1, CN-1A, CN-2A, and CV-1 Zones, and above a building height of 65 feet along specific portions of 4th Avenue, 5th Avenue, and 6th Avenue south of Upas Street with the CN-1A, NP-1, CV-1, and MR-400 Zones of the Uptown Community. Where applicable, limited criteria and a Process 4 review/approval process would be allowed for projects requesting to exceed the proposed height limits. These provisions of the proposed amendment would remain in effect until the adoption of the Uptown Community Plan Update. Projects deemed complete prior to the adoption of this ordinance would be exempt from these provisions.*Unless otherwise noticed or stated on the record at the hearing, if an ordinance is approved and introduced by the City Council, it will automatically be scheduled for a hearing by the City Council for final passage at 10:00 a.m. on the Tuesday two weeks after the subject hearing.
The decision of the City Council is final.
This item may begin at any time after the time specified. Any interested person may address the City Council to express support or opposition to this issue. Time allotted to each speaker is determined by the Chair and, in general, is limited to three (3) minutes;
moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side
