The City of San Diego Development Services Department has prepared a draft Mitigated Negative Declaration Report for the following project and is inviting your comments regarding the adequacy of the document. The draft Mitigated Negative Declaration has been placed on the City of San Diego web-site at http://www.sandiego.gov/city-clerk/officialdocs/notices/index.shtml under the "California Environmental Quality Act (CEQA) Notices & Documents" section. Your comments must be received by Thursday, October 30, 2014, to be included in the final document considered by the decision-making authorities. General Project Information:

Subject: A COASTAL DEVELOPMENT PERMIT and SITE DEVELOPMENT PERMIT to demolish an existing 2,217-square-foot, one-story, single-dwelling residence and construct a 6,780-square-foot, two-story, single-dwelling residence with a 1,683.5-square-foot, two-story, detached garage/guest house and a pool. The project would also construct a 774.4-square-foot first floor covered patio and a 285.5-square-foot second floor deck as part of the main residence and a 67-square-foot second floor deck as part of the detached garage/guest house. In addition, the project would construct associated site improvements (i.e. landscaping, hardscape, driveway, and site walls, six feet solid wall with three feet open fencing, surrounding the project site). The project would also incorporate a variety of sustainable features including a photovoltaic system in accordance with City Council Policy 900-14. The 0.684-acre project site is located at 8351 Del Oro Court. The land use designation for the project site is Very Low Density Residential per the Community Plan. Furthermore, the project site is located in the SF zone of the La Jolla Shores Planned District, the Coastal Overlay Zone (Non-Appealable 2 Area), the Coastal Height Limitation Overlay Zone, and the Parking Impact Overlay Zone (Beach and Coastal Impact Areas) within the La Jolla Community Plan and Local Coastal Program Area. (Legal Description: Lot 5 of Chandler Knoll, Map No. 4690). The site is not included on any Government Code listing of hazardous waste sites.

Recommended Finding: The recommended finding that the project will not have a significant effect on the environment is based on an Initial Study and project revisions/conditions which now mitigate potentially significant environmental impacts in the following area(s): HISTORICAL RESOURCES (ARCHAEOLOGY).
