NOTICE IS HEREBY GIVEN that the City Council of the City of San Diego will consider the introduction of an ordinance amending the Housing Impact Fee (San Diego Municipal Code ["SDMC"] Section 98.0601, et. seq.) The proposed ordinance would phase in a 100% increase in the Housing Impact Fees over a period of three years, beginning on January 1, 2015, which will, at the end of three years bring the impact fees back to their 1990 levels [the "phase-in"]. The proposed ordinance will not provide for any "sunset" of the fee phase-in fee adjustments. The proposed ordinance will provide for certain exemptions from the Housing Impact Fee Ordinance. There will be no "phase-in" for research and development construction and the fees for research and development will, in the proposed amendment, remain at the current 1996 fee levels. The proposed ordinance will eliminate the current code requirement for an annual recommendation to the Council for housing impact fee updates based upon any construction cost index. The ordinance may include any and all other matters directed by the City Council at the time of the hearing.* Unless otherwise noticed or stated on the record at the hearing, if an ordinance is approved and introduced by the City Council, it will be scheduled for a hearing by the City Council for final passage on a date at least 12 days after the subject hearing.
